Hauptaufgaben
Serves as a Support Services Specialist and advisor to the 2nd Signal Brigade (2d TSB) program directors, providing day-to-day operations support in the areas of manpower; permanent change of station (PCS) orders, and numerous human resources (HR) support functions. Requires comprehensive knowledge of mission objectives, program services, HR Procedures, and techniques necessary to effectively accomplish program goals and overall mission objectives. Responds to complex situations and provides specialized advice to resolve the situation at hand. Incumbent has contact with 2d TSB supervisors at all levels and with program officials at higher headquarters (HQs) such as United States Army (USA) Network Enterprise Command (NETCOM), US Army Cyber Command, (ARCYBER), USA CHRCS and USAREUR-AF. Manages civilian support functions, including but not limited to, PCS, renewal agreement travel, and student educational travel orders for eligible 2d TSB employees and family members. Conducts individual counseling sessions; provides advice regarding their entitlements and benefits based on the Joint Travel Regulation (JTR) and the Department of State Standardized Regulations (DSSR), and prepares and provides sensitive correspondence on complex, delicate, and highly contested case matters regarding eligibility determinations and entitlements. Advises employees, supervisors, and hiring managers on all aspects of civilian PCS orders, overseas entitlements and benefits to include Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA), Post Allowance, Separate Maintenance Allowance (SMA), Home Leave, Post Differential, Advances of Pay, and Foreign Transfer Allowance (FTA). In-processes new employees and provides regulatory guidance on all requests for TQSA/Advanced TQSA, LQA, Post Allowance, FTA, miscellaneous expenses, advanced pay, and annual LQA reconciliation packages, and performs quality control on benefit packages, ensuring employees are following regulations and instructions to prevent unauthorized claimed expenses to maintain stewardship of Government funds. Liaises between the Cyber Civilian Human Resources Service Center (CCHRSC); Consolidated Services Directorate, Overseas Benefits Branch (OBB); organizational managers, and civilian employees in the execution and administration of essential HR actions. Ensures the submitted AutoNOA ticket(s) aligns with the Master Table of Distribution and Allowances/ Table of Distribution and Allowances (MTDA/TDA); advises management to submit to force management (FM) for a change, and provides hiring managers with advice on human resources management (HRM) principles, practices, concepts, and procedures Department of the Army Civilian (DAC) personnel programs, while evaluating systemic problems/issues to recommend solutions to managers on complex problems. Provides support with strategically analyzing the organization manpower short falls, evaluating manpower needs to accomplish the mission; prepares numerous reports for Command Briefings and/or briefings to higher HQs such as the Program Budget Advisory Committee (PBAC), and provides analysis results to assist in the decision-making process. Utilizes civilian personnel automation tools such as Defense Civilian Personnel Data System (DCPDS), Request for Personnel Action (RPA) tracker, Fully Automated System for Classification (FASCLASS), to facilitate management's effective accomplishment of personnel management functions. Advises managers on human resource development issues and analysis and advises managers on recruitment strategies, sources, and special programs that emphasize affirmative action to attract highly qualified candidates to the federal workforce. Manages the 2d TSB awards program. Conducts review of award nominations (e.g. Performance, Time Off, Honorary, etc.) for both US and LN employees to ensure compliance of internal procedures; requests corrective action to management officials; prepares appropriate correspondence for review and approval by command group or higher Headquarters. Provides incentive awards guidance and information to management officials at all levels. Receives and reviews civilian awards, which can consist of honorary, and length of service (LOS) awards for DA civilian and local national personnel. Advises managers and administrative officers on policies and procedures related to processing and approving monetary awards, which may include, but not limited to, performance awards, quality step increases, bonuses, and accomplishment awards. Advises on proper procedures so that requests are complete, procedurally correct, and that justification is adequate and meets regulatory requirements. Coordinates and manages the 2d TSB quarterly Commander's LOS ceremony or other awards ceremonies conducted by the Brigade Commander and liaises in all matters involving civilian incentive awards. Apprises supervisors of errors and offers corrective recommendations. Packages and submits the organization's annual Unit of the Year and Employee of the Quarter awards.
