Job Description:
The Quantity Surveyor is responsible for the commercial management of mechanical and electrical contracts from inception through to final account. This role involves detailed cost control, procurement of specialist subcontractors, and administration of main contract conditions (JCT/NEC).
The position focuses on identifying and mitigating commercial risks while maximising value engineering opportunities, ensuring project profitability without compromising quality or safety standards.
Duties and Responsibilities
* Develop and implement the Project Procurement Plan, identifying cost-effective delivery routes for M&E packages
* Manage monthly CVR processes, analysing actual vs forecast costs to provide accurate financial reporting
* Lead tendering, negotiation, and appointment of specialist subcontractors, ensuring aligned contractual terms
* Manage variation accounts, ensuring all changes are captured, priced, and agreed with the main contractor
* Oversee monthly applications for payment, including site measurement and materials on site (MOS) assessments
* Review payment notices and certificates to ensure contractual and legislative compliance
* Maintain a live risk and opportunity register to manage and mitigate commercial exposure
* Conduct financial and compliance assessments of subcontractors and suppliers
* Provide regular commercial updates on cash flow, liabilities, and variations
* Lead commercial meetings with client-side representatives, including PQS teams
* Contribute to post-project financial reviews to improve future estimating and delivery performance
Skills and Qualifications:
* 3–7 years’ experience in a Quantity Surveying role within M&E/MEP, building services, or construction environments
* Degree or HND in Quantity Surveying, Commercial Management, or a related field
* RICS or equivalent accreditation desirable; valid CSCS card required
* Strong understanding of M&E systems and ability to interpret technical drawings and specifications
* Solid understanding of JCT and NEC contract forms and subcontract structures
* Experience with take-off tools (e.g., Bluebeam) and ERP systems such as COINS, Sage, or similar
* Strong negotiation and stakeholder management skills, with the ability to operate effectively under commercial pressure
