Security Cooperation/Security Assistance Integrator Job Category: Project and Program Management Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular-Long Term Assignment Percentage of Travel Required: Up to 10% Type of Travel: Outside Continental US * * * The Opportunity: As an AFRICOM Security Cooperation / Security Assistance Integrator you will be responsible for assisting the geographic combatant command in meeting its strategic, theater and campaign objectives through security cooperation and security assistance integration. Your work will support Security Assistance Programs under Section 333 program implementation for Somalia and the African Union Support and Stabilization Mission in Somalia (AUSSOM) troop contributing countries (TCCs). You will enable security cooperation / security assistance program implementation support and integration through coordination with AFRICOM staff, Offices of Security Cooperation, Component and Subordinate commands, the Defense Security Cooperation Agency, and the United States Army Security Assistance Command (USASAC). Responsibilities: The Stuttgart-based Security Cooperation / Assistance Integrator collaborates as a member of the AFRICOM J5 team and shall support the development, coordination, implementation, management, and integration of security assistance and security cooperation programs in support of Somalia and AUSSOM Troop Contributing Countries. The contractor works across AFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners. To effectively and efficiently provide support, the contractor shall coordinate and synchronize with other stakeholders such as the Office of the Secretary of Defense (OSD), Department of State, U.S. Embassy country teams, and the Joint Staff (JS). Coordinate and integrate security cooperation and security assistance (SA / SC) programs to advance AFRICOM Campaign Plan objectives. Work with AFRICOM staff, Subordinate Commands and Country Teams to coordinate and integrate proposals pertaining to country-specific SC /SA programs. Support and enable DoD and/or Dept of State SC / SA case management, fiscal management reviews, and coordination oversight. Maintains and/or updates financial tracking mechanisms to account for security cooperation cases. Drafts background papers, information papers; answers requests for information and Task Management Tracker taskings. Integrate AFRICOM’s SC / SA program implementation; supports other branch, division, and agency efforts. Support AFRICOM security cooperation life cycle planning working groups and associated activities. Attends meetings and liaises with AFRICOM Directorates, Department of State, Offices of Security Cooperation, DSCA, and other stakeholders during all phases of SC / SA planning. Utilize appropriate SC / SA information systems in accordance with established DoD and/or Dept of State guidelines and instructions. Travel to both CONUS and OCONUS, as necessary and directed by the government. Perform other duties and tasks related to SC / SA coordination and integration as directed. Utilize unclassified and classified information systems as required. Qualifications: Required: Bachelor’s Degree in a relevant discipline. 2-5 years’ experience on a Combatant Command, Service Department, Component, or Joint Staff 5-10 years of experience in the security cooperation / security assistance realm An equivalent combination of education and experience may be considered. Current Secret Clearance with the ability to attain a Top Secret/Specialized Compartmented Information Security Clearance. Expert-level knowledge of Security Cooperation and Security Assistance Programs Desired: Experience working in the AFRICOM AOR, with AFRICOM, or one of its service components. Specialized training: Defense Security Cooperation University (DSCU), Defense Institute of Security Cooperation Studies (DISCS), Defense Institute of Security Assistance Management (DISAM), Joint Military Attaché School (JMAS) or Foreign Service Institute. - ________________________________________________________________________________________ What You Can Expect: A culture of integrity.
