Hauptaufgaben

Position serves as the Occupational Safety and Health Specialist for United States Army Medical Materiel Center, Europe (USAMMCE) in charge of the Safety & Occupational Health (SOH) Program. Responsible for performing a variety of technical, analytical, advisory, consultative, liaison, and coordinating duties related to planning, maintaining and implementing the SOH Program for United States Army Medical Materiel Center, Europe. Incumbent is coordinating duties related to planning, and description of the scope of the Safety & Occupational Health Management System (SOHMS), developing its main capabilities and activities, maintaining its compliance to existing Army and general standards, and monitoring its implementation and continuous application for United States Army Medical Materiel Center, Europe, Kaiserslautern, Germany. Serves as the principal SOH advisor to the Commander.

Evaluates all aspects of assigned safety and occupational health programs within the command, and subordinate divisions within the organization to determine the degree of effectiveness and compliance with established requirements. Advises division chiefs and supervisors of the adequacy of such programs and recommends measures to correct safety deficiencies or to improve safety programs. Collects, maintains and analyzes relevant program data. Identifies significant data to be brought to the attention of USAMMCE's Commander, Chief Medical NCO, Deputy Commanders for Operations and Commander for Support, Works Council, division chiefs and staff. Develops appropriate remedial measures. Reviews pertinent plans, drawings and specifications for compliance with safety regulations. Conducts periodic and unscheduled assistance visits, standard army safety and occupational health inspections and other technical safety inspections in warehouses, motor pools, maintenance facility (in Clinical Engineer Division), classrooms, administrative areas, and other locations where potential safety hazards may be found, to determine whether safety standards are met. Prepares written reports of findings, recommendations, posts notices of unsafe or unhealthy working conditions, assigns risk assessment codes, and prepares abatement plans with time frames for elimination of hazards. Observes work methods and makes authoritative on-the-spot recommendations for corrective measures to eliminate unsafe work practices. Collaborates with preventive medicine personnel to ensure the adequacy of existing safety and health measures and to identify where additional preventive measures need to be taken. Schedules recurring Safety and Occupational Health Environmental Advisory Council (SOHEAC) meetings with Commander, Sergeant Major, Chief of Staff, Deputy Commander for Support, Deputy Commander for Operations, and all Division Chiefs. Serves as facilitator on meetings, committees, and boards to provide advice and guidance on safety measures to control or eliminate hazardous operating conditions or processes. Plans and develops audit schedule of organizational areas to conduct audits of organizational area and ensure compliance with safety, occupational health, and environmental standards.

Performs accident investigation and analysis on all accidents occurring on USAMMCE, involving equipment and personnel (including contractors, soldiers, local national and civilian employees). Determines which accidents are recordable and ensures that Data is recorded in Army Safety Management Information System (ASMIS) Ensures appropriate corrective actions are implemented to prevent similar accidents from occurring. Prepare analyses and statistical summaries of accident data to identify needs and trends; send associated analyses and statistics to higher levels of command. Ensure injured or ill personnel receive immediate first-aid treatment, obtains statements from witnesses, takes photographs, records circumstances and extent of injuries, estimate cost of property damage, notifies Commander, emergency response personnel, military police and local authorities about accidents.

Participates in training conferences and other training planning events where safety expertise is necessary. Provides technical assistance and advice to safety representatives, first-aid responders, and internal building coordinators at all levels of command to expand planning, development, and execution of safety policies and procedures. Reviews and implements safety campaigns and accident countermeasure plans as provided by higher headquarters. Organize and conducts safety training classes for unit safety officers/NCOs, Soldiers, civilians, and local nationals on a variety of topics. Advises staff personnel as to the various safety programs available and their requirements. Evaluates safety suggestions. Produce, promote, and publish monthly safety newsletter and at least 1 safety campaign per quarter (i.e. Equipment Safety, Forklift Driver's training, Winter Safety, Summer Safety, Fire Safety etc) throughout the Command to increase awareness of safety relevant topics and information. Attend AMLC, CECOM, USAREUR, and AMC safety and occupational health council meetings and other meetings (i.e. Weekly Commander's Update Briefing, Review and Analysis (R&A), and Productivity Meeting). Submit unit dashboard statistics to AMLC quarterly.

Determines need for medical examinations/surveillance for personnel exposed to health hazards at the workplace and schedules examinations with or through the medical activity. Reviews examination results to identify possible problems and advises on corrective actions. Represents USAMMCE during recurring environmental conferences sponsored by United States Army Garrison, Rheinland-Pfalz. Attend required annual environmental training offered by Rheinland-Pfalz garrison and participate in other developmental trainings for organizational support.

Performs other duties as assigned.

C-07:

BASIC REQUIREMENT: Incumbent of the position must be certified as a safety professional in accordance with paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) PLUS the below listed minimum education and experience requirements. Incumbent of the position must be able to complete regular, mandatory training as directed.


E&T Level I and II: not applicable for this occupational series

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation, PLUS 4 years of job related experience as defined below.

E&T Level III B and C: 4 years of job related experience as defined below.

E&T Level IV: 2 years of job related experience as defined below.

E&T Level V in any field: 1 years of job related experience as defined below.

Or graduation from a Fachhochschule or Universität as a Safety Engineer (Diplomsicherheitsingenieur) or graduation in another job related technical area with no additional experience requirement.


Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties.


• Office automation skills are required.


LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level C1 AND German Language Proficiency level C2 required.
