WHO MAY APPLY?

Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.


Hauptaufgaben

Verifies application of and conformity with standards defined for a variety of maintenance processes and vehicle/equipment quality and standards. Defines methods and processes to ensure applicable standards are met. Serves as the organizational Subject Matter expert in all matters of ADR/GGVSE pertaining to:

- legal references (host-nation, European and MIL),
- applicability,
- codification of standards,
- definition of (internal) processes required for compliance.

Incumbent performs independent action and decision making pertaining to the verification of equipment used to transport hazardous material, i.e. confirm compliance of vehicle/equipment with applicable standards, execute personalized certification authority. Exercises specialized knowledge to verify and validate status of equipment; determine condition code and independently decide/makes conclusions on COA, processes and resources required to attain ADR standards. As the Subject Matter Expert on ADR, defines processes to ensure internal procedures are in line with regulatory requirements and legal references including changes/revisions. Performs inspections of vehicles and equipment designated for the transportation of dangerous goods IAW timeline defined by legal references, to include: Performs initial, in processing and final inspections of a great variety of multi fuel self-propelled combat equipment, trailers, and heavy wheeled vehicles, subject to minor or major repairs, modification, rebuild, overhaul and repair of major components and combat equipment, including light and heavy tanks, self-propelled howitzers, tank-recovery vehicles, personnel carriers, special purpose vehicles, and containerized equipment. Conducts driving tests for assigned personnel as required. Conducts practical training by instructing section's personnel on repair, driving and/or operating of self-propelled combat equipment and heavy wheeled vehicles. Trains new employees for eventual licensing on all military vehicles through instruction on performance of preventive maintenance, safety checks, and complete road tests on approved and officially designated roads within area. Ensures that prospective driver is instructed about correct rules and traffic regulations governing operation of vehicles. Upon completion of driver training fills in applicable section of Equipment Operators Qualification Section and forwards to shop supervisor for further action. Provides technical assistance to all supported units as required/requested on all types of combat vehicles. Assistance is provided onsite or at inspector's work-site as may be appropriate. Documents all assistance provided and reports to the Chief on training weaknesses observed.
Performs other duties as assigned.

C-6:

Following qualification standards apply for internal placements.
E&T Levels I: 3 years of creditable experience type a, defined below; and 2 years of creditable experience type b, defined below.
E&T Levels II: 2 years of creditable experience type a, defined below; and 2 years of experience type b, defined below .
E&T Levels III A is creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 2 years of creditable experience type a, defined below; and 1 year of experience type b, defined below.
E&T level, III B, C PLUS 2 years of creditable experience type b, defined below.
E&T Levels IV A is creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 1year of creditable experience type b, defined below.
E&T Levels IV B, and C are creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required.
E&T level, IV D is not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position.
E&T Level V: creditable with a directly or closely related field of study to the trade of the position; no additional experience required. If the study is not in a directly or closely related field, the individuals must demonstrate knowledge and experience in the trade of the position.

Creditable Experience Type a: Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position.

Creditable Experience Type b: Experience as an inspector or specialist in the same or similar trade in the same or similar position. Creditable experience must have been gained at a level of difficulty that is comparable to the next lower grade.

Exceptions:

(1) Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level. (2) Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level. (3) In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassignment current employees who have already been performing same or similar work.

Special Qualification Requirements:
Provision of skills and certification authority is defined as job essential.
Incumbent must hold a "KFZ or Karosseriebau Meister" or equivalent Master diploma, or a "Technikerbrief", and be certified as an authorized expert ("Sachverständiger") IAW the host-nation, European laws and MIL regulations and Technical Manuals. This entails the continuous update of skills by means of internal and external training for the following topics/references:
- Gefahrgutverordnung Straße und Eisenbahn – GGVSE
- Richtlinien zur Durchführung der Gefahrgutverordnung Straße und Eisenbahn
(GGVSE) (GGVSE-Durchführungsrichtlinien - RSE).
- specialized ADR training as required for performance of duties:
+ Gas free measuring
+ Confined space Training
- A valid ADR "Gefahrgutschein" (HAZ 11) is mandatory.

Special Working Conditions:
May work at off-site customer locations and/or extended duty hours, overtime & shift work and on call.
Work is done inside and outside where it is drafty and noisy, and fumes from vehicles are usually present. The inspector must stand on hard surfaces for long periods of time. Dirt, dust and grease are frequently present. Vehicle fluids, such as battery acids and hydraulic fluids, may cause burns or irritate the skin. There is frequently exposure to the possibility of cuts, bruises, shocks, burns, and strains.
A good working knowledge of the English language especially in subject matter field is required. Incumbent must be able to read, understand, and interpret technical bulletins, manual, directives, etc. and communicate effectively and fluently on matters pertaining to his field of work. An extensive vocabulary, which is substantive in nature and peculiar to technical field, is needed. Content of material covers descriptions, specifications and work processes or procedures in the mechanical field.

• Office automation skills are required.

• Applicants must be in possession of a German driver's license class B and CE.


LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency level B2 required.
