Hauptaufgaben

This position works for the Logistics Readiness Center, Supply and Services Division, Central Issue Facility (CIF) Branch within the 405th Army Field Support Brigade (AFSB). The position manages a large CIF warehouse. Supply items and equipment are stored in several storage areas including two warehouses and an Annex.

Supervises, plans, directs, controls, coordinates, and reviews the activities of the Vilseck Central Issue Facility warehouse and Hohenfels Annex. Assigns work to approx. 10 subordinates including 2 Leader positions. Sets priorities, trains newly hired employees, evaluates employee's work performance. Recommends selections, disciplinary actions and awards. Overviews and reviews the work accomplishments of subordinate employees engaged in technical and clerical supply work based on priorities, difficulty and employee ability levels, reassigns work on basis of workload and special demands founded on technical experience and education. Provides guidance, interpretation and work objectives to subordinates on both work and administrative matters, monitoring day-to-day operations, giving direct assistance when required in the resolution of difficult problems. Establishes and distributes workloads and sets work priorities according to regulations and local requirements to ensure most adequate use of personnel and equipment. Gives advice and assistance on cases exceeding normal assignments referred by subordinates. Gives instructions on new or revised regulations, directives, and procedures. Checks work for compliance with established guidelines and regulations and discusses storage matters and discrepancies with section of personnel concerned; rates efficiency of personnel and reports discrepancies to supervisor to ensure discipline of the work-force and uninterrupted services. Recommends selection of applicants to supervisor; conducts on-the-job training. Plans, organizes, coordinates and overviews warehouse operations. Controls space allocation, initiates and checks for proper relocation, dunnage, safeguarding, weatherproofing and rust prevention treatment. Prepares performance ratings for subordinate personnel. Manages assigned phases of technical and tactical management and execution of the assigned CIF mission, i.e. to render OCIE supply support to all Army activities within the US Army Garrison Grafenwoehr as Assistant to the CIF Accountable Officer. Maintains accountability for the types of supplies received, stored and issued to customers, including Organizational Clothing and Individual Equipment (OCIE). Coordinates, controls and overviews the work of employees engaged in the Soldier Equipping & Asset Management (SEAM). Included in the warehouse operation are the special control of sensitive items and the observance of expiration dates; the arrangements and coordination of transportation requirements for receiving and delivering supplies. conducts inspection in the entire storage area for cleanliness and proper storing of items. Checks for proper condition of items and initiates corrective measures where items show damage or signs of deterioration. Tests firefighting equipment for operating condition and checks for safety hazards. Studies, evaluates, and revises existing methods and procedures for receiving, warehousing, re-warehousing, document control, stock selection, bin replenishment and issuing of supplies. Applies sampling techniques, personal observation, and review of data to determine need for change in methods and procedures. Studies feasibility and efficiency of material handling equipment. Advises personnel regarding approaches to resolve operational problems and plans for anticipated changes. Prepares analysis for findings of studies conducted and develops recommendations for changes and improvement. Prepares various reports, listings, and similar material; maintains files and records on personnel matters, supply movements, ledger. and related activities in adherence to established regulations; answers telephone calls and renders information about organization's activities. Attends supply staff meetings; makes recommendations for revision of existing warehouse operations to effect work simplification and effective control of activities. Is responsible for determining packing methods for supplies and equipment, which may be subject to a wide variety of potential sources of damage. Develops complete packaging plans for a variety of equipment to be shipped to serviced organizations. Such plans require establishment of list of packaging materials, instructions for preservations, packaging, marking, and testing. Receives, counts, inspects for condition, classifies, stores, safeguards, preservation and issues all expendable, non-expendable, and durable material on the stock record account. Batches, controls, and submits documentation on receipts, issues, location changes and other related documentation to the stock control section for data conversion and posting to accountable records. As required assigns stockage locations, performs location surveys, and assists with cyclic or special inventories. Performs in-storage maintenance and rotates stocks by issuing oldest stock first. Selects and prepares material for shipment, coordinating with transportation activities as required. Re-packs material based on change of national stock numbers, unit of issue. Expedites handling of receipt and issue documents and classification of material to determine reparability and return to stockage or schedule for repair, as applicable. As required, forms several inventory teams to takes part in various extensive inventories. Prepares daily absent report, enters in motor vehicle utilization record pertinent data and forwards to supervisor for further action. Plans leave; prepares ALCO pallet report as well as different work orders for forklift, wreckers, and trucks.

Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

• Applicants must be in possession of a German driver's license class B.
• Applicants must be able to obtain and maintain a military driver's license.
• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level C1 AND German Language Proficiency level C2 required.

Beschäftigungsbedingungen

• This is a permanent full-time position (38.5 hrs /week).
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
• Employee must be able to lift and carry up to 30 lbs.
