This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Plans, directs and coordinates the ID housing management and furnishing management programs and provides guidance for the following housing management program functions: Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management Office, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and government owned and government leased Army Family Housing (AFH). Develops, ID comments/recommendations for new or changed programs/regulations. Coordinates and staffs changes; interprets DoW, DA, other service regulations, guidance, directives, Federal and state laws, etc.; develops supplemental guidance for use at the ID, garrison and installation level to ensure uniform implementation. Coordinates with other staff specialist on matters, which impact on the various housing programs and participates in changes or new developments for current and/or new programs. Serves as the ID representative at higher level meetings, conferences, and studies concerning housing programs in the absence of the IMCOM-Europe Housing Branch Chief. Recommends changes in DA housing programs, policies, regulations, and procedures to the IMCOM-E Housing Branch Chief based on knowledge of program requirements and problems encountered at the operating level. Ensures that ID housing programs are designed to meet the needs of the serviced members and their dependents and other users such as dignitaries and qualified government employees, and that guidance is provided to the Garrison's housing management offices to implement programs. Provides technical guidance and responds to requests for advice/assistance from operating housing offices. Maintains current knowledge and keeps abreast of developments in both the federal government and private sector (US & HN) on all aspects that affect the housing management program for making improvements. Conducts housing training for the installation housing managers and their staff that has been developed and approved by IMCOM-Europe and HQ IMCOM. Monitors program design and policy execution. Reviews the operational concepts, policies, and practices of the separate installations/post. Reviews organization structures and staff resource management, and program formulation and execution. Coordinates the design of data reporting requirements, develops evaluation criteria, and performs studies and develops surveys to generate sufficient information about the housing programs or-facets of the program for analysis. Reviews and analyzes statistical data, narrative reports and information obtained from the installations and or automated systems to evaluate efficiency, effectiveness and compliance with policy and regulatory requirements for the housing programs. Researches and analyzes data to identify problems or trends which require corrective action and develops/recommends solutions or changes to program policies or procedures. Conducts on-site visits to evaluate effectiveness of operating programs. Reviews pertinent actions and overall program accomplishments to determine regulatory compliance, and effectiveness in meeting program goals and objectives. Provides technical advice and assistance and makes recommendations to Housing Managers and their staffs to improve the housing management program. Develop long and short-range plans, planning and scheduling on-site surveys. Establishes the purpose of evaluation objectives to be achieved, and the responsibilities and authorities for conducting the evaluation. Ensures that all pertinent information is obtained (various reports and other pertinent documents) for review and analysis by the staff specialist before conducting on-site visits. Prepare user surveys and arranges for distribution and receipt. Reviews survey results and use information as special focus items during on-site visits. Conducts entrance briefing to the IMCOM-E Region commanders and housing managers/supervisors. Prepare final report that includes findings, required corrective action and recommendations for improvement. Performs other duties as assigned. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled.
