This position is not eligible for an alternative work schedule during the first twelve (12) months of employment. The schedule will be onsite, Monday through Friday, from 8:00 a.m. to 5:00 p.m.

ABOUT THIS JOB

Position Specific Summary

The Business Enterprise Compliance Specialist I position at the City of Tucson’s Business Department assists with routine tasks by applying repetitive regulations, clear guidelines and best practices for the City of Tucson’s Small Business Enterprise Program (SBE) and the Federal Disadvantaged Business Enterprise Program (DBE).

Duties and Responsibilities

1. Attends pre-bid, pre-construction and labor compliance meetings. Assists with the initial review of submitted subcontractor documents and changes using standard forms and templates to ensure compliance. Presents to senior staff for approval and assistance with resolving issues. Verifies contractor and subcontractors are eligible for contract award. Ensures applicants hold valid active contractor’s licenses with the state contractor’s licensing board and are not listed on the federal debarment lists. Advises senior staff of errors and discrepancies identified when reviewing contract compliance documents and completing the monthly payment process for resolution. Conducts monthly audit cleanup. Sends reminders to subcontractors to confirm payments and prime contractors to input payments. Applies established compliance monitoring procedures for compliance with Federal and local laws.
2. Assists senior staff by conducting the initial review of scope, specifications and trades to assess Small Business Enterprise or Disadvantaged Business Enterprise subcontracting goals on professional design, construction and construction services projects. Submits draft Small Business Enterprise and Disadvantaged Business Enterprise subcontracting goals with supporting documentation to senior staff for review and approval.
3. Conducts initial review of applications and annual certification renewal intake process. Assists with field investigations to confirm applicants’ capabilities and equipment in accordance with the federal and local regulations. Reviews applicants’ documentation and certification standards to determine eligibility of firms applying for participation in the SBE and DBE programs. applicant’s ineligibility and missing supporting documentation or information to continue processing application. Seeks out senior staff guidance on these issues and receives direction on how to proceed which may include returning application for additional information and documentation, returning application as ineligible or accepting application.
4. Assists contractors with using the contract compliance system. Informs senior staff of compliance issues and receives guidance on how to proceed. Reviews and applies regulations with guidance from senior staff including David Bacon & Related Acts, Disadvantaged Business Enterprise, Small Business Enterprise, Federal Transit Administration, Federal Highway Administration, Housing and Urban Development, American Rescue Plan Act. Participates in trade shows, conferences and events to promote and market the Small Business Enterprise and Disadvantaged Business Enterprise programs.
5. Gathers statistical data, information and documentation to prepare draft reports for senior staff and management. Researches and enters monthly payments, change orders and contract amendments into the contract compliance system. Creates and uploads contract documents approved by senior staff and monitors contracts in the contract compliance system. Uploads subcontractor agreements, debarment and license checks. Follows defined process to close out contracts in the contract compliance system.
6. All other duties as assigned

Mostly office environment.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree 
Work Experience: No years of directly related experience.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:
Two (2) years of experience in performing small business development, contracting, construction management and/or construction trades.

Special Instructions: The National Highway Institute Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) Certification must be obtained within twelve (12) months of hire / prior to the completion of the probationary period and must be maintained throughout employment in this position.
