Büroang. (KFZ-Registrierung/EDV-Anw.) (m/w/d) Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben 1. POV (Private Owned Vehicle) Registrar: a. Effects the appropriate registration and licensing of POV's, including Inland shipment. Checks pertinent documents, supporting ownership such as titles, proper de-registrations from German authorities, customs stamps, inspection sheet, valid insurance, valid driver's license and ID., to ensure that customers are eligible to register IAW governing rules and regulations e.g. logistical support is granted. Verifies for correctness prior to issuance of permanent registrations, plates and decals, which requires the knowledge of a wide variety of principles. Enters data into the VERINET database for all transactions. b. Required to check several systems prior to issue any type of permanent registrations, plates and decals; issues permanent NON-OP permits as well. Cancels registrations of POV's shipped to CONUS, sold to individuals not authorized to register in the UR-system or is disposed of in any other way; issues certificates of non-delivery etc. Prepares correspondence and recurring/special reports from information received, files maintained, internal operating procedures and/or guidelines furnished. c. Maintains records on POV's turned in to Property Disposal Office or abandoned, is responsible for permanent license plates -returned to Vehicle Registry Office, for proper destruction. Provides information for US and German customs regulations. Advises customers on where to receive information for applying for customs clearances. Advises CFA of regulation requirements for registration of vehicles. Is the verifying authority of transfers of vehicles and certifies bills of sale and Special Power of Attorneys, owner/agent registrations. Issues permanent registrations, plates and decals to new owner and is responsible for proper coding of each different type of registration. d. Keeps informed on regulations and policies pertaining to all phases of Vehicle Registry and informs Supervisor of Vehicle Registry (VR) violations. Initiates through appropriate MP authorities withdrawals of registrations and license plates when individuals fail to surrender them in due time for denial of registration privileges as outlined per regulation. Informs Supervisor about requested lost, stolen, recovered license plates, vehicles and monitors the suspense file for new POV's on cancellations, as well as cancellations, suspense of permanent plates, registrations due to lack of insurance (DWIC) coverage's, failure to renewal, failure to produce proper customs, clearance etc. e. Clears all military and civilian personnel returning to CONUS or retiring in Germany. Advises customers on customs regulations and assists them in all phases of vehicle registration. Submits orders for plates, registrations, validating decals etc. f. Is accountable for all permanent plates, registration management. Handles daily transactions of money by receiving, processing and accounting for an annual average of $900,000.00. Insures that suspense and follow-up file systems are maintained up-to-date for reference and control purposes. Has to conduct periodic (daily/weekly/monthly) inventories; community daily activity reports (CDAR); daily and weekly print-outs, packing lists, transaction tickets; is responsible for preparing equipment for proper destruction, all exceeding 10 months, etc. g. Receives and acts on telephonically, written and/or personal inquiries from individuals, unit commanders, German authorities, insurance companies, lawyers, etc. Provides information/data pertaining to office functions, internal operation, procedures and other matters connected with the registration of POV's and firearms (e.g.,ownership, liens, expiration of registration, etc.). 2. Office Automation: Prepares and types a variety of material such as endorsements, letters, reports, memorandums etc. on basis of rough drafts, verbal instructions, with responsibility for format, spelling, punctuation, arrangement, spacing and assembling of supporting material and information from activity's record and files. Assembles outgoing correspondence, insuring presence of prescribed enclosures and annotation of proper distribution. Operates a computer linked data entry and retrieval terminal with word processing capability. Uses alphabetical and numerical keyboard as well as, prescribed codes, commands and symbols to transcribe data and information from a variety of source documents. Examines source documents or instruction sheets to determine information to be transcribed and applicable program. Corrects obvious errors and/or consults originator to verify correctness. Assures correctness and completeness of data/in formation entered into the system. Retrieves data/information either on the screen or requests printout form. 3. Translating: Translates from German to English and vice versa such as documents as titles of vehicles, bills of sale, insurance papers, as well as pertinent correspondence from and to German authorities, including customs declarations, if required. Is responsible for factual corrections, grammar and syntax of translated matters. Language Specialists and Police Liaison Specialist are available to render advice and assistance on more intricate or complicated translations. 4. Filing: Maintains records, reports and files for reference purposes IAW established filing procedures. Keeps record books on all outgoing mail; permanent, NON-OP Registrations, license plates and supporting documents; DWIC's etc. Keeps several administrative files for reference purposes. Notes, posts, changes, additions and deletions to maintain regularity material current. Makes periodic inventories of all accountable forms, decals, registrations. Prepares recurring and special report on organization's activities, forwards reports to proper destruction's. Keeps updated Authorized Signature Information from Major Commands within DESs area of responsibility. Returns expired or canceled permanent plates to USAREUR and keeps log books. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below. E&T Level III and above: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
