Summary The primary purpose of this position, Attorney-Adviser (Contract), NH-0905-04 is to provide senior attorney support to the 764 ESS Commander and Staff in support of the USAFE/AFAFRICA missions.764 ESS is postured as the execution arm for AFICC Operating Location-Europe's Strategic Sourcing Initiatives, and is responsible for two Program Executive Office (PEO) level programs. Responsibilities - Chief legal counsel for support of missions, including all requirements of $2M and the acquisition of utilities supporting installations throughout Germany. -Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. -Examine legal issues raised by requests for formal opinions. -Provide oral advice to personnel on pertinent issues. -Maintain current knowledge of changing statutory and regulatory guidance pertaining to acquisition and sustainment, as well as general developments in technology that may improve the effective delivery of legal services. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In accordance with AFI 51-101, qualifications required for a NH-04 (GS-14/15) are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Professional legal experience should include, but is not limited to: Legal counsel for designated acquisition programs; review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy; provide expert legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, intellectual property law, and public-private partnerships; provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof; and ethics as it relates to procurement). 2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the position in major acquisition actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
