Hauptaufgaben
Plans and performs management and productivity improvement studies and projects. Works individually or as a team member. Studies range from comprehensive to special interest studies of specific problem areas identified by the command group, directors, or higher headquarters. Assignments encompass analytical, evaluative, and advisory work in a wide variety of procedures, organizations, functions, and programs in the professional, technical, administrative, and skilled trade fields of installation support activities including integrated and direct support TOE units and non-appropriated fund activities. The overall objective of the position is to develop practical recommendations to solve installation management problems and to improve the allocation and use of installation resources. Studies may involve multiple and complex functional relationships, significant impacts on base operations, a record of serious deficiencies, or other special characteristics requiring sound and incisive judgment and in-depth analytical skills. Special interest studies identified by the command group or directors normally involve unusual or severe management problems with significant impacts on post operations which cannot be readily solved by the chain of command.
Conducts research through use of management techniques such as interviews, record review, on site observation, queuing, work sampling, flow process charts, work distribution charts, payback and breakeven analysis, correlation analysis, scatter diagrams, time and motion study, etc. Collects, analyzes and verifies data relative to organization, functions, methods, staffing, facilities, equipment, layout, workflow, workload, man-hours. Researches and familiarizes self with regulations, directives, policies, SOP, reports, organization and functions, prior study reports, statistics, and other data pertinent to activity to be reviewed. Examines performance, cost, progress, efficiency, and use of resources against established or developed goals and performance criteria. Uses initiative and judgment to determine the most appropriate management techniques to be used for each project and adapts research, analysis, study methods to the varying conditions of each study. Coordinates entrance interview, details of study schedule and procedures, findings, and recommendations with operating officials up through the head of the affected organization.
Presents recommendations to operating officials during study, interprets findings, explains recommendations; is responsible for briefing and influencing with operating officials to accept proposals and for fully assisting in implementation of recommendations approved. Keeps supervisor informed as to operating officials' reaction to and acceptance of recommendations (especially on controversial, significant, and high visibility recommendations) and implementation progress. Prepares and assembles written reports according to established formats. Formally staffs study reports for comments and includes comments and consideration of comments as part of the report to ensure the command group has all pertinent facts prior to approval decision. Makes distribution of approved reports and command group implementing directives and ensures a complete file on each project is established and maintained. Performs follow-up on approved recommendations, including on-site reviews, and provides status reports to directors and command group during implementation.
Compiles data for work measurement performance standards for organizations and positions covered by comprehensive management studies. Identifies and defines work units and methods of counting and ensures that data conforms with established guidelines for statistical reliability and accuracy. Prepares Performance Work Statement Studies as necessary for comprehensive management studies. Develops, documents, and presents recommendations on mission and workload factors and related historical and projected data to define tasks and functions to be performed and level of services required. Participates in Position Management Group studies and assures a coordinated effort with other team members toward overall objectives.
Serves as an action officer to support collection and analysis of performance data for the installation status report (ISR); services, infrastructure and natural infrastructure. Collects, reviews and verifies common level service (CLS) data input from installation subject matter experts and managers. Ensures long and short term objectives are linked to Continuous Improvement Programs. Coordinates installation best business practices and benchmarking efforts. Coordinates, monitors, and facilitates all quality business programs to ensure installation cross functional initiatives, i.e. Installation Status Report, Common Level Services and other initiatives are executed by the proponent and reported to the Executive Steering Committee (ESC). Develops and maintains Process Action Team (PAT) monitoring systems in support of these efforts. Coordinates quality training and facilitation for all levels of management and employees. Trains personnel to use service improvement, management analysis and productivity improvement theories, techniques and strategies.
Administers the DOD/Army/IMA continuous improvement efforts in support of garrison mission. Tracks the status of reengineering and restructuring initiatives and partnerships, which integrates quality work methodology. Monitors and evaluates effectiveness of ongoing programs and projects, identifies real and potential problem areas and program shortcomings. Supports and assists in the development and implementation of information tracking and status reporting on all process improvement initiatives. Designs, plans and develops customer feedback criteria, procedures, and instruments. Collects, reviews, analyzes and interprets the data.

Job related experience:
Job-related experience is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.

This is a permanent full-time position (38.5 hrs/week).
Position may be filled at the C-6, 6a or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
