Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

Performs a variety of duties supporting personnel and manpower management of the directorate. Reviews manning documents and TDA, making necessary changes and updates as directed. Prepares and coordinates all civilian personnel actions originating in the directorate. Determines appropriate procedures, researches and verifies TDA para/line number, job descriptions, position sensitivity etc. and ensures inclusion of all pertinent data on personnel action requests. Coordinates actions with initiating supervisors, human resources and the manpower management offices as well as the Works Council, as appropriate. Monitors timely completion of actions, prepares recurring and special status reports for the director. Assists management in the preparation of a variety of reports to include workload, man hours and cost reports, authorized versus actual strength and related matters based on feeder data. Participates in any manpower management surveys or studies, collecting and consolidating information as required. Coordinates training requirements, prepares necessary request documents, monitors completion of mandatory training requirements, ensures that performance appraisals and award nominations are submitted timely, and maintains office personnel files.
As the primary timekeeper, responsible for time and attendance reporting for all civilian personnel in the directorate. Maintains daily control sheet of all absences and prepares monthly consolidated reports in LNTAP to the local national pay office (ADD LaS) for local national employees and monitors U.S. civilian time and attendance reporting in ATAAPS to ensure timely completion. Ensures that necessary documentation is present for all absences (e.g., approved leave slip, doctor's statement for illness etc.). Maintains official annual leave records for the LN work force. Advises supervisors of procedural changes, regulatory guidance, tariff interpretations, internal leave policies and developing trends for sick absence and recommends appropriate action. Assists personnel in resolving pay problems with the pay office. Processes overtime requests, ensuring approval and Works Council concurrence before entering on T&A reports.
Translates from German into English and vice versa, manages and tracks training plan and BAD (health program) and prepares administration documents such as Training and Management Approvals for coordination with DRM, Public Health Command Region-Europe, and Works Council. Performs subject matter research and analysis to be familiar with specific terms, in order to understand and portray shades of meanings accurately.
Receives and controls incoming official mail and correspondence and distributes as appropriate. Receives telephone calls and visitors and refers to subject matter experts; answers routine inquiries directly. Composes responses to inquiries on administrative matters, office procedures, and non-technical aspects of office programs. Prepares correspondence and various staff actions, reports, and slides. Advises action officers on procedural requirements, appropriateness of data, required coordination, grammar, spelling and format. Monitors suspense dates and status of actions. Issues office supplies and may be appointed as a Government Purchase Card holder. Serves as the records management coordinator, maintains office files in accordance with the Army Records and Information Management System, assists other personnel in locating needed publications and forms.
Uses office automation to accomplish clerical, statistical, and data entry tasks in support of the administrative work of the office. Performs other duties as assigned.

E&T Level I: 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

E&T Level III: 1 year of experience as defined in B below.

E&T Level IV: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

* Office automation skills required.

* Applicant must be in the possession of a valid driver's license class B.

English Language Proficiency Level C2 and German Language Proficiency Level C1 required.
