Flugberater Hohenfels, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben As a senior flight advisor employed on a Category I airfield performs work relative to processing data concerning safe airfield operation, air traffic movement and performing other duties requiring equivalent knowledge and skills. Provides pilot briefings and assists pilots with flight planning based on knowledge of DOD, USAREUR, and host nation aeronautical rules and regulations, airway routes and clearance requirements, structures, air traffic procedures, weather, and navigational aids. Based on this knowledge, incumbent must determine which regulation (DOD, USAREUR, FAA, GAFO, ICAO) is most stringent, and apply it. Checks proposed flight plans submitted by pilots for completeness of prescribed entries, and requests completion or correction to meet requirements set forth in DOD, DA, USAREUR, FAA, GAFO and ICAO regulations to assure safe, orderly and expeditious movement of air traffic on in- and outbound traffic corridors and in the restricted area (EDR 137). Transmits all flight plans, flight plan updates, amendments, actual departure times, and arrival times to the Army Flight Operations Detachment (AFOD). Provides airfield advisory and flight following services to include airfield conditions and current weather observation before and during flight to aircraft when the air traffic control tower is closed. Posts, maintains, updates and disseminates a variety of flight planning material including charts, maps, DOD flight information publications, FAA handbooks, host-nation publications, hazard maps, NOTAM's and other publications required for flight planning and operations. Maintains operating instructions, quick reaction checklists, logs, and similar papers to document the local flying activities. 1. a. Receives, reviews, processes and disseminates a variety of Visual Flight Rules (VFR) and Instrument Flight Rules (IFR) flight plans; checks flight plans for completeness of prescribed entries, requests completion or correction to meet requirements. Receives telephonic announcements and technical flight data for inbound flights from AFOD and airfields in the local flying area. Records prescribed data and information for in- and outbound flight plans and actual flight data, changes thereof and other related information in Army Air Traffic Log, relays planned and actual air traffic data to Air Traffic Controller (Tower), transmits flight plans and actual flight information for local flights to airfields in the established local flying area and forwards flight plan data for cross country and IFR flights to AFOD and occasionally to ATC for coordination and clearance. Closes individual flights in log by recording reported downtime at destination. Handle noise complaints (maintain log ). b. Renders pre-flight information and assists pilots, including pilots of NATO aircraft, in preparation of flight plans by furnishing current local weather- and flying minimum data, information on particular local flying conditions and procedures and special air traffic control and reporting requirements, such as procedures for flights into or over restricted areas, special local in-flight reporting requirements for local or in- and outbound traffic and other local peculiarities affecting flight procedures. As required, renders advisory flight-route information and upon pilot's telephonic or radio requests prepares flight plans on basis of information furnished by pilot and supplemental material gathered out of local flight information publications. Release of information and data requires utmost care and circumspection to ensure factual correctness and enclosure of all current data; final responsibility for acceptance of advice and information furnished and subsequent filing of flight plans rests with the pilot concerned. Performs coordination and assistance functions involved in processing of VIP arrivals and departures. c. Maintains flight-plan control for local VFR flights to approximately 40 airfields and heliports located within the established local flying area; records and reviews in-coming technical flight data and down-time reports for consistency and adherence to established procedures, initiates prescribed actions when actual local flights position or landing reports are not received at expected time or other circumstances indicate that aircraft is overdue; informs control tower, conducts Preliminary Communication Check (Precom) and contacts airfields en route to regional FCC to establish communication with aircraft and to determine it's status or condition; reports status of preliminary search to AFOD and other prescribed authorities when local efforts produce negative results, and aircraft is overdue in excess of prescribed time. Scrutinizes Army Air Traffic Log entries pertaining to flight data of VFR cross-country and IFR flights to ensure adherence to flight plan- and position-respectively, arrival reporting estimates; informs Air Traffic Controller of missing report entries or similar matters requiring immediate action. In emergency situations, notifies prescribed personnel and local activities concerned while initiating necessary immediate or preliminary measures in accordance with situation requirements to prevent an aggravation of the situation or to minimize physical harm to personnel involved, until responsibility is assumed by competent authority. d. During non-operational hours of Air Traffic Control facilities monitors arrival and departure of VFR flights, provides flight-following service for low flying aircraft in a prescribed sector of the Identification Zone (IZ) and provides advisory service on airspace conditions/restrictions within intended flight route. Maintains flight following log to document flight progress of individual aircraft, recording departure, arrival and control point reporting time and other significant data on basis of prescribed reports received from aircraft en route; recognizes imminent hazardous conditions or situations due to weather, technical aircraft failure, fuel shortage or orientation problems; provides appropriate advisory information to aircraft concerned and initiates appropriate/prescribed actions. Monitors incoming reports from various sources concerning aircraft in distress or aircraft accidents to determine possible involvement of flights monitored. In cases of aircraft accidents, collects and safeguards all pertinent information, determines location of accident, initiates appropriate Primary Crash Alarm and relays information to crash/rescue facilities; obtains, provides and relays all required flight authorization and information to support MEDEVAC and other emergency flight operations and effects ready and speedy response to emergency missions. Monitors performance of a variety of electrical and electronic airport directional and visual equipment. Performs minor operational maintenance and reports non-operational status of equipment IAW prescribed procedures. Qualifikationsanforderungen CG-03: Senior Air Traffic Assistant / Flugdienstberater: Erfolgreich abgeschlossene Ausbildung als Flugdienstberater/in bei der Deutschen Flugsicherung (DFS) oder der Bundeswehr (BW) und 8 Jahre Berufserfahrung als Flugdienstberater, CG-02 oder vergleichbaren Stellen; davon die letzten 4 Jahre mit Ausbilderberechtigung ODER Wahrnehmung von Sonderaufgaben in AFOD (Army Flight Operations Detachment / Heeresfliegerleitstelle) oder auf Flugplätzen der Kategorie I CG‑03: Senior Air Traffic Assistant / Flight Operations Officer: Successfully completed training as a Flight Operations Officer (Flugdienstberater/in) with Deutsche Flugsicherung (DFS) or the German Armed Forces (Bundeswehr, BW), and 8 years of professional experience as a Flight Operations Officer in CG‑02 or comparable positions; of which the last 4 years included instructor authorization OR the performance of special duties within AFOD (Army Flight Operations Detachment / Heeresfliegerleitstelle) or at Category I airfields.
