Hauptaufgaben Serves as an expert senior Logistics Management Program Specialist in one or more functional areas in the United States Army Europe and Africa (USAREUR-AF) G-8, International Agreements Division. Performs a multitude of duties involved in drafting, negotiating, analyzing, concluding, and monitoring the implementation of a wide variety of agreements; arrangements and understandings, and implementation and administration of policies for the USAREUR-AF agreements program. Agreements may be between United States (US) European Command (EUCOM) or USAREUR-AF and a variety of US departments, services, agencies, other commands, and/or other North Atlantic Treaty Organization (NATO) or Partner nation governments and their military/civil authorities or private industries and organizations. Provides staff leadership and/or technical guidance over national and international support agreement activities, to include division-proponent aspects of the USAREUR-AF Strategic Management System, Acquisition Cross-Servicing Agreements (ACSA) program management, and Headquarters (HQ) USAREUR-AF staff support for exercise planning processes. USAREUR-AF and Installation Management Command-Europe (IMCOM-E) subject matter expert on conceptualizing, developing, and executing transfer of multi-national logistics support using the Acquisition and Cross-Servicing Agreement. As an expert senior staff specialist in one or more functional areas, either independently or as a team leader formulates and carries out complex special projects. Prepares staff coordination documents, draft agreements, and/or reviews documents, and draft agreements for acceptability prior to their release for internal/external coordination and/or approval and signature. Revises, develops, and proposes command policies and procedures, new regulations, and other guidance. Researches, writes, and coordinates proposed policy decision memoranda for unique and precedent-setting cases. Interprets and assists in the implementation of policies, regulations, and guidelines in assigned area(s) of responsibility. May lead or serve as a member of a negotiation team. Makes appropriate contacts with Department of the Army (DA), HQ USEUCOM, HQ USAREUR-AF staff, Staff Elements and/or subordinate commands. Collects necessary facts and information for completion of project. Develops recommendations and presents completed projects for implementation. Acts as Army Europe observer/representative at meetings with allied nations. Analyzes proposals and determines the appropriate type of agreement/arrangement depending on the kind and extent of support to be exchanged and the parties to the agreement. Determines the participants in the joint/sole use of areas, services or facilities. Negotiates inter-departmental, inter-agency, inter-service, intra-agency, and/or international agreements or arrangements. Conducts in-depth research prior to negotiations to ensure the proper facts, specific needs, and correct regulations are identified and applied. Analyzes prior agreements to assure legal and regulatory correctness, and that needs of the users are met. Keeps the Division Chief informed of problems arising from negotiations and recommends solutions. Submits agreement in final form for approval and signature by the parties and prepares detailed implementing instructions outlining specific responsibilities of the parties to the agreement.Monitors the administration of agreements. Receives, reviews, and consolidates agreement reports to assure the terms of agreements are properly administered. Provides technical guidance in the determination of costs for support to be rendered. Assesses the control over programming resources required for payment of support to be received. Monitors funds control and the collection of statistical and trend data necessary for development of reimbursable costs. Conducts staff assistance visits to assist and instruct in the implementation of the agreement policies and in the implementation of specific agreements. Maintains awareness of new and changing methods of documenting agreement matters by analyzing the types of agreements that prove to be most effective. Develops internal operating procedures to facilitate monitoring on existing agreements and directs the review and appropriate disposition of those agreements. Serves as an interpreter/translator in meetings with members of organizations from allied nations. Translates from English into German and vice-versa agreements, documents, and correspondence between US Army in Europe and the German government. Performs research into the various subjects involved to become familiar with the terminology and style peculiar to these subjects. Performs other duties as assigned.
