The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 5th Field Investigations Region, Mission Support (MS) Directorate for the Commander, Deputy Commander, and Command Chief at the Wing-level. Responsibilities Identifies and analyzes key issues, develops strategies, and advises Commander and senior leadership on recommended courses of action on a broad variety of topics related to Wing, MAJCOM, NAF, FOA and DRU functions. Exercises supervisory personnel management responsibilities. Coordinates review of higher level taskings, identifies best course of action, potential problems, and recommends Wing response to MAJCOM, NAF, FOA or DRU. Serves as Project Officer for Commander directed initiatives and special interest items. Manages the planning, organizing, and overseeing the activities of 5th Field Investigations Region with direct oversight of unit training, readiness, and plans functions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the following: (1) extensive in-depth knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; (2) knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events; (3) extensive knowledge of DoD and Department of Air Force (DAF) strategic plans and strategic planning processes to develop short- and long-range planning guidance in accordance with DAF and command policies and objectives; (4) knowledge and ability to develop supplementation to higher headquarters resource management policy and provide an authoritative source of advice and assistance for the Wing Senior Leaders and field commanders in the practice of sound resource management practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. 4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations; knowledge of federal financial, personnel, logistics, communications, computers, and information management processes. 5. Skill and ability in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion, gathering, evaluating and interpreting data sufficient to arrive at valid, supportable conclusions for providing appropriate recommendations. 6. Skill and ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small to medium sized organization through subordinate supervisors. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
