This is an exciting role with a diverse remit within a fast-moving, complex international organisation. Reporting directly to the Director General, the Chief Operating Officer (COO) will have significant delegated authority and autonomy within EMBL’s matrix management structure to lead EMBL’s administration and operations across its six sites. The goal is to ensure the integration and operational effectiveness of the Laboratory’s research support and administration to meet its scientific needs. The COO will be a key member of the Directorate, EMBL’s senior leadership, and management team.
Outside the Laboratory, the appointee will work closely with the International Relations Office to maintain relationships with national and local authorities at EMBL’s host sites in Germany, the UK, France, Italy, and Spain.
A critical relationship is with the EMBL Council of member states, especially its Finance Committee, which sets the Laboratory’s financial policies, budgets, and terms and conditions of service. The COO will develop and present administrative and operational policies, updates, and papers to the Council and Finance Committee meetings held every six months.

You have
The successful candidate could come from various backgrounds, including the commercial, non-profit, or academic sectors. Experience within a research academic environment and an international intergovernmental organisation is important.
You should have a strong background in Administrative and Operational leadership, with a proven ability to deliver effective support services in a research or similar complex organisation. Financial competence is essential, including overseeing high-level budgetary information and contributing to strategic and financial planning. Experience leading Pension Funds and understanding EMBL’s legal framework as an International Intergovernmental Organisation are also required.
The role demands excellent interpersonal skills, emotional intelligence, and the ability to work collaboratively across disciplines and cultures. Diplomatic communication skills, political astuteness, and fluency in English and German are necessary.
