AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Budget Analyst in the USAG Rheinland-Pfalz, Directorate of Resource Management (DRM) - Programs and Budget Division. Responsible for monitoring and analyzing the budget formulation and execution for specific accounts and/or specific Indirect Reporting Garrisons (IRG). Manages the formulation and revision of the projected monthly Obligation Plan (OP) and current and projected budget requirements. Work performed encompasses the planning and analysis functions related to budget guidance, formulation, presentation and execution of assigned budget and program areas. Performs a variety of budgetary and administrative functions which are representative of work performed: Reviews and revises fund requests. Ensures that submissions meet regulatory guidance and are consistent with Command priorities and policies. Reviews and revises statements justifying and supporting the funding requests (direct and reimbursable) for submission to higher headquarters. Coordinates the development of the Integrated Priority list (IPL) and the Obligation Plan (OP) for specific IRG or for the entire command. Ensures validity of budget justification data submitted in support of budget estimates or requests for allotments. Performs analysis of accounts budget requests by employing techniques such as cost analysis (current and prior years), trade-offs, and exploring alternative methods of funding. Ensures programming documents are consistent and Unfinanced Requirements (UFR) and trade-offs are supportable. Validates requirements using historical budget execution data. Analyzes Resource Guidance and prepares the Year-end Subject to Availability of Funds list (SAF) submitted to headquarters. Involved in preparing the Installation Status report (ISR). Keeps the team leader or budget officer informed of key issues within the IRG/DRG. Researches and analyzes both basic army more difficult budgetary or management related issues and recommends solutions to these problems. Develops and recommends adoption of procedures to implement budgetary processes, policies, and regulations issued by higher command or agency headquarters. Prepares a variety of reports covering the status of funds, expenses, and obligations as required by DRM, Command Group, HQ IMCOM, and Department of Army. Involved in preparation of execution status and for accounts and assigned funds for specific IRG or the entire USAG Rheinland-Pfalz budget including Operation and Maintenance Army (OMA), Army Family Housing (AFH), Office of Secretary of Defense funds (OSD), and Other Procurement Army (OPA) / Base Commercial Equipment (BCE). Monitors and maintains the daily execution of current and immediate prior year, ensuring that all commitments and obligations are posted to the General Fund Enterprise Business System (GFEBS) and forwarded to Defense Finance and Accounting System (DFAS). Screens input from DFAS and GFEBS making all necessary corrections and adjustments as required. Reviews the NSFOP and Unliquidated Obligations (ULO) on regular basis, ensuring that all obligations are valid and adjustments / corrections are made to disbursements. Reviews and updates outstanding commitments via on-line checks with SACONS / RCO. Reviews Cost Center and Internal Order files to add, revise, or delete as needed. Also, responsible for the IRG reimbursement program from order received to earnings and assures that Account Receivable report is correct and all orders were received and earnings were made. Monitors obligations and commitments against ceiling, limitations and annual funding program and allotments. Coordinates with the program directors on the status of funds and discusses any funding problems and recommendations for reprogramming between program directors to cover funding shortfalls. Performs other duties as assigned. Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-6a grade is creditable experience. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Training: Incumbent of the position must complete mandatory training as directed. Position may be filled at the C-6, 6a or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
