This is a hybrid position which requires 8 days per month in the office. You can be based in our office in The Hague, London, or Bonn. About the Program: The NDC Partnership is a global coalition, bringing together more than 250 members, including 140 countries, developed and developing, and more than 110 institutions to deliver on ambitious climate action that helps achieve the Paris Agreement and drive sustainable development. Governments identify their Nationally Determined Contribution (NDC) implementation priorities and the type of support that is needed to translate them into actionable policies and programs. Based on these requests, the membership offers a tailored package of expertise, technical assistance and funding. This collaborative response provides developing countries with efficient access to a wide range of resources to adapt to and mitigate climate change and foster more equitable and sustainable development. The Partnership is led by two country members serving as Co-chairs—one from a developed country and one from a developing country—and guided by a Steering Committee comprised of country members—developed and developing nations—and institutional members. Co-chairs actively lead the Partnership’s Steering Committee and provide political leadership, guidance and oversight to elevate and direct the collective work of the membership. The Steering Committee provides strategic directions to the Partnership, defines and approves its Work Program, oversees its implementation and ensures the Partnership’s overall objectives are achieved. Job Highlight: As the Governance Manager, you will drive the Partnership’s governance. You will play a key role in orchestrating the work of the Co-Chairs and Steering Committee, facilitating their engagement and leadership, and maintaining a robust governance framework that reflects the Partnership's collaborative and member-driven model. This role reports to the Chief of Staff of the NDC Partnership Support Unit. You will help cultivate relationships with Steering Committee members, situating the work of the Partnership in the broader climate and development landscape. You will plan, coordinate and communicate to a diverse set of stakeholders to facilitate the Partnership’s transparent and active governance. You will work closely with the Support Unit management team and member representatives, including consultants supporting Co-Chairs’ government representatives, and teams across the Support Unit to deliver on governance priorities that enable the Partnership to support countries in achieving their climate and development goals. You will be in regular conversation with Support Unit leadership and Co-Chairs and enable the leadership of a powerful coalition of 250 members. What you will do: Governance Strategy and Leadership Support (60%): Direct support to Co-Chairs Own end-to-end project management and strategic coordination with Co-Chair collaboration. Manage the technical engagement pipeline for Co-Chairs. Collaborate with Co-Chairs to amplify the Partnership’s voice in global climate diplomacy, coordinating internal efforts to centralize and track opportunities for high-level political engagement (e.g., COPs) and ensuring delivery of political messaging and talking points for political and diplomatic engagements. Oversee recruitment, onboarding, and contractual management of the Co-Chair Coordinator(s), who support developing country Co-Chair operations. Lead support to Steering Committee meetings Lead the project management and coordination for biannual Steering Committee meetings, in close collaboration with events colleagues. Facilitate the strategic execution of meetings. Centralize and manage meeting-related communications with Steering Committee members and Co-Chairs. Direct support to Steering Committee Support strategic leadership and engagement from Steering Committee (SC) members. Coordinate and oversee communications from the Support Unit to the SC and vice versa. Provide in-depth support for SC developing country members—working with country engagement colleagues. Oversee the preparation and dissemination of strategic updates through dedicated communications or quarterly newsletters to the SC. Collaborate with SC members to amplify the Partnership’s presence in global climate diplomacy. Leadership Transition Management (20%) Coordinate internal identification of potential SC and Co-Chair candidates, facilitating discussions with Co-Chairs and candidates. Manage approval processes for new leadership, including Steering Committee and membership non-objection procedures and consensus-building consultations. Prepare high-level and technical onboardings for new SC members and incoming Co-Chairs. Ensure up-to-date governance-related public information (e.g., website), mailing lists, and coordinate announcements with communications colleagues. Governance Framework Stewardship (10%) Maintain and update the Partnership’s Terms of Reference, governance policies, and decision-making protocols in response to internal proposals or SC member requests. Coordinate approval processes for governance updates and revisions. Document and share best practices to promote the Partnership’s governance model as a replicable framework, serving as a reference for partners. Lead periodic reviews to ensure clarity, transparency, and alignment with evolving needs. Operational & Advisory Support (10%) Provide advisory support to events colleagues on procurement, contracting, travel, and logistics for governance convenings and member engagement at COP. Guide staff training and usage of governance-related systems and tools. What you will need: Education: You have a completed environmental policy, international affairs or similar. Additional experience can be considered in lieu of a degree Experience: You have relevant work experience in international affairs or governance, environmental policy, non-profit policy. Experience in complex project management, juggling multiple competing timelines. Experience overseeing project teams. Experience in international partnerships and stakeholder engagement, navigating complex stakeholder dynamics. Experience developing external communication materials, policy and project briefs, guidance documents, and Terms of Reference. Experience working with leadership teams and high-level decision makers is desirable. Languages: you have verbal and written proficiency in English, additional language skills are an asset. Requirements: Existing work authorization is required if you wish to be based in the UK or Germany. Potential Salary: If based in the Netherlands: €57,000 – €71,000 If based in the UK: £45,000 - £56,000 If based in Germany: €54,000 -€67,000 Salary is commensurate with experience and other compensable factors.
