Job purpose
As Senior Manager Global Ocean Freight Risk Management & Compliance Controls and Assurance, you are responsible for the design, execution, and continuous operation of the global compliance monitoring, testing, corrective action (CAPA), reporting, and training/awareness framework for Ocean Freight.
This role ensures that all regulatory obligations under the responsibility of the Global Head of Ocean Freight Risk Management & Compliance are not only defined but tested, proven effective, audit‑ready and sustainably embedded across regions, countries, systems and agents.
A critical focus of the role is FMC / OSRA compliance assurance, including regulator‑grade file audits, control testing, CAPA governance, and evidence readiness, executed in line with the FMC Compliance Audit SOP.
Principal accountabilities
Compliance Controls Framework & Assurance Design
* Design, maintain, and continuously improve the global compliance controls and assurance framework for Ocean Freight, covering:
o FMC / OSRA (OTI, NVOCC, OFF)
o Dangerous Goods (IMDG / IMO / SOLAS)
o Trade documentation, billing transparency, detention & demurrage
o Agent and third‑party compliance obligations
* Translate regulatory requirements and policies into testable control objectives, control activities, and evidence standards.
* Ensure controls are enforceable, measurable and system‑supported (e.g. CW1).
Monitoring & Testing
o Own the global compliance monitoring and testing program, including shipment‑level file audits, gate‑based controls testing (pre‑shipment, documentation, invoicing, file close) and thematic and targeted deep dives (e.g. NRAs, D&D invoices, DG files)
o Execute FMC‑specific audits strictly aligned to the FMC Compliance Audit SOP, including NRA acceptance and enforceability, Tariff / NSA / rate governance, HBL / MBL correctness, OSRA‑compliant billing and D&D transparency
* Define sampling methodology, frequency, and coverage by risk and volume.
* Ensure audits are defect‑detecting, not tick‑box.
Corrective Action & Preventive Action (CAPA) Management
* Own the global CAPA framework and register for Ocean Freight compliance.
* Ensure all MAJOR and CRITICAL findings have documented root cause analysis, are assigned to accountable owners and are closed with verifiable evidence, not self‑attestation
* Perform validation testing to confirm corrective actions are effective and sustained.
* Identify systemic patterns and escalate recurring issues to the Global Head of Risk Management & Compliance.
FMC / OSRA Audit & Regulator Readiness
* Ensure continuous FMC audit readiness across all regions.
* Maintain regulator‑grade evidence standards, including file completeness, timestamp integrity and retrievability (5‑year retention)
* Support BEIC audits and regulatory inquiries with structured evidence packs, clear findings narratives and Fact‑based substantiation
* Conduct internal “mock audits” to stress‑test readiness.
Reporting, KPI & Executive Visibility
* Design and maintain global compliance dashboards and KPIs, including audit pass/fail rates,Finding severity trends, CAPA cycle times and training completion metrics
* Produce monthly and quarterly reporting for the Global Head of Risk Management & Compliance, Executive Management and Board / Audit Committee inputs
* Ensure reporting focuses on risk, trends, root causes, and control effectiveness, not volume metrics.
Training, Awareness & Capability Building
* Own the global compliance training & awareness framework for Ocean Freight.
* Ensure training content is regulator‑accurate, evidence‑based and aligned to real audit findings and enforcement risks
* Cover all material maritime compliance domains, including FMC / OSRA (OTI roles, NRAs, billing), DG / IMDG obligations and documentation integrity and controls
* Work with LMS and system owners to ensure mandatory training, certification tracking and access gating where applicable
* Continuously refresh training based on audit results, regulatory updates and enforcement trends
Stakeholder & Interface Management
* Act as the primary assurance interface to regional and country compliance leads, operations, Finance, Commercial, IT, Internal Audit and Quality Assurance
* Provide structured feedback loops from audit findings to policy owners, process owners and system design teams
Skills
* Deep practical knowledge of FMC / OSRA compliance
* Strong audit, testing, and assurance methodology expertise
* Ability to translate regulation into operational controls
* High attention to detail with executive‑level judgement
* Data‑driven analysis and reporting capability
Qualifications & Key Requirements
* Degree in Compliance, Law, Supply Chain or Business preferred
* 10–15+ years in ocean freight compliance, audit, or regulatory assurance
* Demonstrated experience in FMC / OTI audits or enforcement‑adjacent environments
* Strong capability in CAPA governance and control validation
* Fluent in English; global working experience preferred
