Hauptaufgaben

Serves as a dispatcher with office duties at USAG Fire Alarm Communications and Control Center (FACC). A U.S. Army garrison encompasses usually several geographically separated sites in different counties, in some cases in different states. Operates the electronically controlled emergency desk, assigned fire and other emergency/accident and rescue calls including emergency engineer calls, medical Emergency calls, etc. In connection with these calls executes management, incident control, administrative and clerical duties.
Receives fire and other emergency and rescue calls to include bomb threats, through multiple emergency phone lines or alarms from facility fire alarm and detection systems. Controls the conversation utilizing established questioning techniques, active listening techniques, and managing situations such as exited or hysterical callers, foreign languages, suicidal callers, and other calls requiring special handling including mass casualty and weapons of mass destruction to acquire all needed information for effective alarm assignment and response. Alarm assignments are based on general response matrices and operating procedures. A thorough knowledge of response capabilities and procedures of each responding unit is required to analyze situation, obtain all necessary information and select the proper alarm assignment. Dispatches all required responders, such as U.S. Army fire Department, various host nation fire mutual aid departments, host nation emergency medical services providers, military police, using different communication tools such as direct phone lines, regular phone lines and various radio systems. Has control over the incident until first apparatus arrives on scene or fire Officer is at control center. Activates remotely facility systems (i.e. closing fire doors) remotely. Constantly monitors and re-evaluates the situation, based on additional incoming information. Based on this information, provides updated and more detailed orders to responding units. May decide to redirect one or more units, when two or more emergencies occur at the same time. Logs all information into various documentation systems (manual and electronic). Is primary reach-back hub for on-scene commander to dispatch additional responders or other personnel needed such as garrison commander, Fire Chief, DPW, utility company, etc. and acquire additional information such as hazardous material characteristics researching different databases, contacting specialized sources such as laboratories and specialized hazmat response teams (i.e. TUIS-Host Nation Hazmat Transport Unfall InformationsSystem). Fire Alarm and detection systems, as well as communication systems may be operated through several electronic consoles or computers. Resolves and trouble shoots malfunctions of used systems. Receives calls for emergency repairs and transmits messages to local engineering teams and contractors. Initiates corrective actions for malfunctioning fire alarm systems.
Is responsible for aircrash dispatch and an Army airfield. Duties include immediate dispatch of all involved agencies directing and controlling supporting responders and coordination of search and rescue operations in an area of 15 nautical miles around airfield. Coordinates with all involved agencies. Requires thorough knowledge of different coordinate systems and operation of crash rescue actions. Provides additional information about aircraft, load and passengers from reference literature and databases.
In connection with the above duties performs a variety of administrative type office work, i.e. preparation of daily inspection finding reports and time attendance reports. Maintains a number of Log books, and updates card files on fire fighting equipment. Studies and familiarizes with the different procedures for alerts. Studies the present techniques and computer systems. Reviews and recommends updates to the Fire Chief for response procedures, matrices and plans.
Operates the electronic system and files the documentation. Is responsible for the update of various books, folders, files and disks. Is preparing statistical databases. Is directly responsible for the Fire Reporting procedures to the Safety Center and IMA-EURO using N-FIRS and/or similar systems. Up-dates and maintains pre fire and emergency plans, organization plans, on-call rosters, telephone rosters.
Performs other duties as assigned.

P-4: (Flugplatz)
Minimum Basic Requirements: Applicants for this position must have E&T Level I (completed lower secondary school / Hauptschulabschluss) PLUS German certification as basic fire fighter (abgeschlossene Feuerwehrgrundausbildung, gemaess Feuerwehrdienstvorschrift 2 (FwDV2).

PLUS completed training in accordance with the guidelines of the US Forces Fire Prevention Program.

Current employees who do not meet the basic educational requirement above and who are not in the same or similar occupation must have 2 years of creditable general experience. General Experience: Any work that demonstrates the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrate the ability to perform or learn to perform the duties of the position.

- Incumbent must possess and maintain host nation equivalent National Emergency Medical Technician (NEMT) certification.

- Incumbent must be able to obtain and maintain a DoD certification as Firefighter I & II, Driver Operator Pumper, DOD HAZMAT operations, Host Nation SCBA certification (Ausbildung zum Atemschutzgeraetetraeger gem. FwDV 2), HN radio communicator training (Ausbildung zum Sprechfunker gem. FwDV2), dispatcher (FEZ Grundlehrgang) and DOD Telecommunicator II.

- Must be able to obtain valid host Nation certification to service and recharge fire extinguishers.

- Employee may be required to successfully complete additional classes, required by changed Host Nation or DoD regulations and laws to continue performing assigned tasks. This may also include certification classes to maintain and operate new acquired equipment.

- Employee may be subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. Employee is required to participate in a physical fitness program as described by DOD standards. Heavy physical effort is required in the frequent handling of objects such as cylinders and extinguishers weighing 45 lbs
or more. Employee may be required to lift/carry personnel in emergency situations. Duties require full use of both arms, both legs, and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses, rappelling, operation of fire truck and all types of rescue operations, etc. During rescue operations, incumbent may come into contact with human blood or other potential infectious materials which may result in possible exposure to blood borne pathogens. Employee must remain clean-shaven to insure integrity of mask fit for breathing apparatus.

- Incumbent is responsible for the proper handling of specific hazardous wastes generated by the unit, activity or facility; operation of a hazardous waste generation point, and assisting in emergency action involving hazardous waste. Assigned work may include collecting, storing, moving, labeling (including dating), segregating, preparing turn-in documents on, and maintaining records on hazardous wastes. Incumbent is required to complete recurring renewal training.


German driver's license class B/BE/C required.


LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level D1 AND German Language Proficiency level C1 required.

• Working on weekends and holidays as well as 24hr shift work required.
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
