Hauptaufgaben

Position serves as a Public Affairs Specialist at a large multi-mission military installation with responsibilities that include planning, coordinating and directing public affairs support for garrison and tenant organizations on the installation. These responsibilities include: co-editor and staff writer of the garrison Command Information (CI) media; community relations; and media relations. Shares responsibility for the CI program for the garrison, including the planning and production of information products and media managed by the USAG Public Affairs Office to maximize awareness of key information and mitigate misinformation and rumor. Responsible for writing, editing, layout, design, photography, and distribution of news and feature material via print, online and other CI products/media, in addition to distribution of such material to internal and external media sources as required to achieve installation and Army strategic communications goals.
Researches, plans and writes news stories and features for publication in garrison and other Army or DoD Command Information media, and host nation and civilian news media as required. Identifies potential stories and develops news gathering sources, leads and processes within garrison, and tenant commands/units as required to position the command effectively to communicate to key audiences in a timely and factual manner. Coordinates coverage of newsworthy, special and/or reoccurring events within the garrison and surrounding Host Nation communities as directed by the Public Affairs Officer. Interviews subject matter experts as required to obtain necessary facts to report accurately. Exercises sound judgment, discretion, attention to detail and creativity to determine the best manner of emphasizing important information derived from interviews and source material to achieve desired communication results without changing technical conclusions or meaning of the material. Re-checks details for factual accuracy, properly attributes source information, and staffs articles as necessary to ensure factual accuracy, OPSEC compliance, and to avoid conflicts with the Privacy Act, Freedom of Information Act, propriety, or other laws and journalistic conventions and ethics. Supports Army and garrison strategic communications. Develops and executes a long-range CI calendar that is aligned with the garrison communications plan, and IMCOM and Army priorities. Independently develops the CI program to accurately address information needs of community audiences to maximize the impact of command messages. Plans, develops, coordinates, implements and evaluates CI to orient command information with garrison strategic priorities and those of higher HQ, Army, and the DoD at large. Collaborates with Senior Commander's public affairs staff as required to synchronize Command Information for USAG and Host Nation audiences. Assists the Public Affairs Officer to conduct, tabulate and analyze surveys of CI media as required by Army regulation and commander's guidance. Advises the Public affairs Officer as required to streamline/refine/improve CI programs to effectively address information requirements of key audiences and the Army within resource constraints. Ensures CI program content is sensitive broad audiences inside and outside the installation. Edits stories, articles or other information to properly align with Army regulation and journalistic conventions, and to maximize communication impact on intended audiences. Reviews the work of fellow/contributing writers and edits material they provide to ensure stylistic consistency, accuracy, quality, and clarity. Provides advice and assistance to other public affairs employees to ensure CI products comply with journalistic conventions. Consistently screens CI material, and works with public affairs staff to enhance understanding of elements of effective communication, style, accuracy, libel, slander, privacy, etc. Selects photographs and other supporting artwork to effectively support command information products/media. Provides guidance and training to contributing personnel, where applicable.
Manages the garrison website as the primary information portal for the community. Designs and lays out print and online CI products utilizing industry-standard desktop publishing and web design software applications. Shares responsibility for managing garrison social media platforms. Takes photographs indoors and outdoors of a variety of moving and stationary subjects using digital camera equipment to properly illustrate stories. Composes photographs and develops other visual imagery to accurately support messages and themes of news and feature articles. Adjusts images color, contrast, brightness, and size with software as required to ensure images conform to unique requirements of various media. Scales optical elements to fit allotted space, crops photos and artwork, writes headlines, and prioritizes elements on a page without violating design principles. Proofreads text to ensure accuracy of final production copy and correct errors on the spot. Reviews web information to ensure compliance with USAREUR, DA and DoD, guidelines and monitors accuracy and adequacy of information therein. Uploads CI to the Army's Web site via the Content Management System (CORE), and distributes information to military, military-affiliated, and other news and new media as required to support Army strategic communications priorities. Uploaded material includes story text, imagery, photo cut lines and Web addresses.
Performs other duties as assigned.

C-7:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.

E&T Level III: 4 years of creditable experience as defined in B below.

E&T Level IV: 3 years of creditable experience as defined in B below.

E&T Level V: 2 years of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.


*Office automation skills required.
* Driver's license class B is required.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency Level AND German Language Proficiency Level C1 required.
