Scope of work & objectives
Purpose of the Role
The Senior Portfolio Manager, GFFO, within the AMU Frameworks & Global Awards team, is responsible for overseeing, coordinating, and managing regional and global GFFO awards throughout their lifecycle, including business development, implementation, and monitoring and reporting.
This role also involves leading IRC’s engagement with GFFO, coordinating with Donor Engagement, Policy & Advocacy, and Communications teams, providing account management, and supporting strategic communications and donor meetings.
Scope and Authority
Line management of the Portfolio Officer and potential future roles related to portfolio growth.
Key Working Relationships
Reports to the Deputy Director, Frameworks and Global Awards. Collaborates with Regional Program and Award Support teams, Donor Engagement leads, and various departments within IRC, as well as external partners like CSOs in Germany. Maintains positive relationships with donors, partners, and stakeholders.
Key Accountabilities
Awards Management and Compliance
* Lead contract negotiations with donors for new agreements or amendments.
* Prepare and coordinate budgets, reviews, and approvals.
* Support proposal development, including writing and editing.
* Manage project implementation and monitor performance and expenditure.
* Ensure timely and compliant delivery of reports, audits, and evaluations.
* Maintain data management systems.
Strategic Donor Engagement
* Lead GFFO donor strategy and engagement, represent IRC at meetings, and develop relationships with donor officials.
* Stay informed on donor strategies and IRC’s position with GFFO.
* Support development of tools to enhance donor engagement.
* Manage strategic relationships and identify opportunities for growth.
Other Responsibilities
* Line management as needed.
* Contribute to strategic priorities and prepare performance updates.
* Collaborate on Germany-wide donor engagement strategies.
* Perform other duties as assigned.
Person Specification
Essential Skills, Knowledge, and Qualifications
* Extensive experience in grant/project management, especially with GFFO.
* Understanding of humanitarian and development programming.
* Deep knowledge of European institutional donors’ requirements.
* Excellent communication and partnership-building skills.
* Fluent in German and English; French or Spanish desirable.
* Experience in budget and financial management.
* Proven proposal and report writing skills.
* Strong organizational skills and attention to detail.
* Ability to work independently and in a multicultural, fast-paced environment.
* Experience in a global organization with complex reporting.
