Hauptaufgaben
Serves as HR and admin program Specialist and supervisor over 7-8 employees engaged in performing Management Analysis and Human Resources functions with responsibility for overseeing the work of employees supporting a variety of human resources (HR) related topics (ref. recruitment, management & administration, personnel development, works council coordination) as well as providing guidance and advice to TLSC-E/A managers and subordinate units. Supervises teams in the development of study formats and plans used in the execution of efficiency studies of missions, organization, structure, resource requirements, functional integration, workflow, plant/office layout, and staffing and equipment requirements. Exercises supervision over group of employees who provide technical work involved in the study, analysis, evaluation, development or improvement of managerial policies, practices, methods and procedures and providing related management advice to the Theater Logistics Support Center- Europe/Africa (TLSC-E/A) program managers and subordinate units.
Develops business plan, strategy, and long-range program goals of the organization. Performs research and analysis of current business practices and trends in order to identify areas of potential application to the military logistics mission and to ensure they support the organization's vision and priorities. Develops plans to organize maintenance, supply, distribution, and transportation production activities into measurable work and cost centers in accordance with best business practices and identifies modern commercial industry metrics and standards for use in managerial decision-making. Assesses business practices, processes, procedures and organizational structures found in comparable U.S. and host nation military/commercial enterprises for adoption into the TLSC-E/A. Applies various management analysis techniques such as organizational analysis, work methods, and standards evaluation, and statistical analysis in the conduct of site studies and reviews of staffing standards, space criteria, evaluate the validity and practicality of work methods and standards. Renders advice and assists on all manpower matter necessitated by reorganizations and/or reengineering processes. Analyses Personnel Action Requests for compliance with organizational objectives and makes recommendation for final decision. Evaluates impact of higher headquarters requirements on program operation and/or structure, and to develop data to support the more economical and efficient alternatives. Briefs General Manager, Commanders, Activity Directors and Program Managers of results and based on management decisions finalizes the report. Oversees manpower requirement and documentation process. Conducts a variety of briefings and reviews for senior military and civilian officials.
Provides recommendations and solutions regarding the propriety of proposed personnel actions with relation to German labor law and advises management in dealings with local works councils and proposes alternatives methods to personnel related issues to ensure timely and adequate solutions. Is part of communications and consultations with Local Works Council and Severely Handicapped Representatives. Closely reviews German Labor Laws, Collective Tariff Agreement stipulations and applicable USAREUR regulations and recommends personnel management actions and appropriate works council involvement. Prepares input to draft legal defense briefs. Consolidates and analyzes various HR related data and information to prepare reports and studies and develops recommendations (e.g. to include but not limited to sick absence, salary cost, FTE, workforce morale, etc.). Identifies underlying reasons for negative indicators to include management practices, poor work environment, deficient communication, and the like. Advises managers of actions that can be pursued relative to the resolution of a full range of conduct or disciplinary problems. Performs necessary fact finding and review of regulations and laws associated with potential adverse actions and grievances. Informs managers of findings and recommends appropriate course of action. Informs management officials of factors involved in identifying appropriate type of disciplinary action. Assists in preparation of notice of proposed action and final decision. As Senior HR and admin program Specialist is responsible for the coordination of all actions of personnel management, reorganization/realignment, organization structuring, and position management within the Organization and with external Stakeholders, e.g. HHQ Staff, the Civilian Human Resources Agency, works council, severely handicapped representative, Europe, and relevant host nation agencies (e.g. Integrationsamt, Agentur für Arbeit, Jobcenter).
Serves in a supervisory capacity and oversees the work of 7 - 8 employees performing management analysis and personnel management functions at the grade level C-5a, C-6, and C-7. Plans and assigns work to subordinates and evaluates work performance. Establishes workload priorities and makes work assignments based on program requirements, considering complexity of the individual assignment, familiarity with the program, knowledge and employee's capabilities. Provides technical advice and guidance on problems cases and unusual situations. Sets deadlines and prepares related schedules to meet established goals. Reviews findings and recommendations of subordinates for soundness and applicability. Initiates personnel actions relative to the recruitment, selection, promotion, transfer, commendation, and discipline of subordinates. Recommends selection of employees referred for vacancies. Reviews and certifies job descriptions and prepares performance counseling. Establishes performance standards and evaluates performance of subordinates. Resolves problems of employee relations and morale, referring only the most serious problems to higher level supervisor. Encourages and acts upon employee suggestions for work improvement. Schedules and approves leave for subordinates. Determines training needs and initiates training requests. Reviews and evaluates operations, then develops and installs changes in internal procedures and policies as required to meet workload demands, changes in manpower, man-years, and funds authorizations and effects for efficient and effective workflow. Participates in management improvement programs. Develops estimates and justifications for personnel requirements.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below.
E&T Level III B and C: 5 years of job related experience as defined below.
E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level IV D: 4 years of job related experience as defined below.
E&T Level IV B and C: are not creditable for positions in this occupational series.
E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 3 years of job related experience as defined below.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.
