This position is in support of the US European Command, located OCONUS in Stuttgart, Germany. Responsible for leading the 45 person Knowledge Management team including coordinating technical projects and managing a diverse team of knowledge managers and software engineers. You will serve as Team Lead, providing both leadership and subject-matter expertise to ensure timely and effective project delivery. Facilitates requirements collection, defines solutions, oversees execution, and ensures alignment with organizational objectives. Produces and manages project plans, schedules, risk registers, and deliverables, while maintaining technical credibility in knowledge management, digital transformation, and IT systems integration. Responsibilities As the Knowledge Management Team Lead, you will: • Lead, mentor, and manage cross-functional agile teams of knowledge managers and software developers to develop and deploy mission-aligned product features, balancing workloads and aligning outputs to command priorities. • Apply expertise in systems engineering and cloud technologies to co-develop scalable, mission-critical solutions with business process engineers and capability owners. • Supervise enterprise process modeling and analysis, leveraging requirements engineering, stakeholder engagement, and systems thinking to support data-driven decisions and KM strategy. • Manage high-visibility projects by defining milestones, allocating resources, and maintaining executive-level stakeholder communication to ensure on-time, in-scope delivery. • Interface with stakeholders at all levels—end-users, senior leaders, IT service providers, and vendors—to translate strategic objectives into actionable technical solutions. • Identify opportunities for process and system improvement, develop Business Case Analyses, and recommend solutions that balance mission needs with technical feasibility. • Oversee development and sustainment of SharePoint Online sites, Power Apps, Power Automate workflows, and Power BI dashboards. • Partner with enterprise service owners (e.g., Maven Smart Systems, ServiceNow, DISA, cloud services) to integrate knowledge management capabilities into the command’s daily operations. Qualifications Required • Active TOP SECRET clearance with ability to obtain/maintain TS/SCI. • Ability to obtain a TESA visa in Germany - BA/BS 5 years, AA/AS 7 years, major cert 9 years, OR 11 years of specialized KM/IT experience. • Leadership & Program Management: 5 years of experience leading technical teams and managing IT/knowledge management projects in complex organizations. • Project Management Skills: Experience developing and executing project schedules, communications plans, and stakeholder engagement strategies. • Military/Joint Experience: 10 years working in a military/joint headquarters, with experience supporting 3-4 star level organizations. • Certifications: Ability to obtain DoD 8570.1 IAT Level II (e.g., Security CE) within 90 days of hire. • Professional Skills: Strong written/oral communication, ability to brief senior leaders, and proven record of building consensus in complex environments. Desired • Project/Program Certifications: PMP, PgMP, PMI-ACP, or equivalent. • Process Improvement: Lean Six Sigma Green Belt or higher. • Agile Experience: Prior work in Agile development or SAFe environments. - What You Can Expect: A culture of integrity. Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
