Hauptaufgaben Work assignments involve long-term, continuing responsibility for independently performing budgetary functions in one or more phases of the budget process. The employee performs various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting. At the major command level, is responsible for formulating and justifying a segment of the command budget. Is responsible for formulating and justifying a major segment of the organization Payroll and PCS budgets or a total budget for one or more funds (i.e., O&M, OPA, investment, FMS, etc.). Analyzes headquarters program and budgetary guidance. Provides local budget policy and procedures, budget formulation assumptions, and formats and schedules to serviced organizations for budget submissions. Reviews, analyzes, edits, and consolidates budget submissions. Identifies requirements shortfalls and tradeoffs and prepares appropriate supporting documentation. Proposes alternative methods of financing unfunded requirements. Is responsible for executing a segment of the organization budget or total budget for one or more funds (i.e., O&M, OPA, investment, FMS, etc.). Identifies and analyzes trends concerning receipts, obligations, and expenditures. Monitors budget levels to ensure legal/efficient use of funding. Receives approved fund targets for assigned account(s). Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Monitors and reviews obligations, expenditures, reimbursable orders, requests for allotments, etc. through examination of accounting records, continuing dialogue with program officials and their staffs, and review of written documents. Prepares a variety of reports covering the status of funds, expenses, and obligations, as required by local command or higher headquarters. Evaluates effects of cost and program changes through the budget execution process. Analyses productivity, workload and program accomplishments. Reports the need for transfer of funds between object class and line-item accounts under the same budget account. Identifies the need for reprogramming between budget accounts. Participates in the justification, prioritization and execution of unfinanced requirements. Participates as a key player in the fiscal year-end closing process ensuring proper and full use of provided funds, with no anti-deficiency violation. Supports Payroll and PCS execution of Italy, Netherland, and Belgium. Accomplishes mission using Army and other budget/financial systems. Provides financial advisory services for a segment of the command budget or for the total budget for one or more funds (i.e., O&M, OPA, investment, FMS, etc.). Provides management with financial information to include financial reports showing the status of receipts, obligations, and expenditures of funds; trend analyses, rates of expenditures, comparisons of actual performance to the financial plan, and identification of variances. Serves as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; resource distribution; program priorities; financial forecasts and projections; and development of annual and long-range financial plans. Formulates, executes and defends assigned the significant portion of the command Payroll and PCS reimbursable programs. Coordinates execution and funding activity between the command and reimbursable customers. Monitors and reviews obligations, expenditures applicable to reimbursable orders. Conducts extensive payroll contract reviews to ensure adequate and proper placement of funding, ensuring a 100% liquidation of applied resources. Performs other duties as assigned.
