Summary


This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Military Pay Technician for the 266th Finance Center of Excellence, performing a variety of military pay, separation, and special action processing which requires application of a series of different and unrelated methods, practices, and techniques.

Duties

* Perform comprehensive review and determine eligibility of military pay documentation for service members to ensure compliance with regulatory bodies.
* Prepare, consolidate and audit a variety of military payment documentation (e.g., allotment, vouchers, leave, pay option, TSP forms, etc...) and electronically process through a variety automated system.
* Perform a variety of military pay, separation, and special actions processing which require application of a series of different and unrelated methods, practices, and techniques.
* Receive and resolve problem cases involving over payment or under payment of members for prior periods of service.
* Utilize travel and financial management automated system to track and prepare government travel vouchers for payment.

* One year trial/probationary period may be required.
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

* This position requires Financial Management Level 1 certification within 24 months of appointment.
* This position requires Temporary Duty (TDY) or business travel approximately 10% of the time away from your permanent duty station.
* This position is designated as moderate risk involving Public Trust, T2 (MBI). Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
* This position requires the incumbent to possess, or obtain and maintain, a valid regular and official U.S. Passport.


Qualifications


Who May Apply: US Citizens

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience, GS06: One year of specialized experience which includes 1) Reviewing pay actions for technical accuracy and compliance with established policies and procedures; AND 2) Processing a wide variety of military pay actions such as routine, special or unique actions, debts or separation payments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Specialized Experience, GS07: One year of specialized experience which includes 1) Reviewing pay actions for technical accuracy and compliance with established policies and procedures; 2) Processing a wide variety of military pay actions such as routine, special or unique actions, debts or separation payments AND 3.) Processing a wide variety of pay debt audits and verifying documentation for completeness and accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Applicants who are current Federal employees or who are eligible for Reinstatement may be able to qualify with experience equivalent to the second lower grade (GS-05).

In-Service Applicants (i.e. current or former competitive service employee through promotion, reassignment, change to lower grade, transfer, reinstatement, reemployment, or restoration). Specialized Experience, GS07: One year of specialized experience which includes; 1) Reviewing pay actions for technical accuracy and compliance with established policies and procedures; 2) Processing a wide variety of military pay actions such as routine, special or unique actions, debts or separation payments AND 3.) Processing a wide variety of pay debt audits and verifying documentation for completeness and accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

In-Service Applicants - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-05).

Time in Grade Requirement for GS-06: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).


Education


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.


Additional information

* Direct deposit of pay is required.
* U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
* Locality pay does not apply in the overseas area.
* If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM
* If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM
* Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
* Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
* Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
* Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI volume 1250.
* For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. If you believe you may be affected by these laws and agreements, you should familiarize yourself with relevant information and direct questions concerning a specific country (Foreign Duty Location) to the appropriate Army Human Resources point of contact prior to the acceptance of employment and your entrance on duty.
* This is a(n) CP 11-Comptroller Career Field position.
* The initial length of this overseas tour is 36 months.
