Hauptaufgaben Serves as Chemist in the Inorganic Chemistry Division, Army Public Health Command Europe, with responsibility for providing comprehensive laboratory support, method development, and expert consultative services to Army, Navy, Air Force, and other OCONUS agencies with a geographically dispersed area ranging from parts of Africa to the Middle East. The work is highly complex in nature, often with little precedence, requiring a great deal of independent judgment and expertise. Revises and develops analytical chemistry needs of the supported Area of Responsibility and maintains the current "state-of-the science" laboratory for determining trace amounts of inorganic environmental pollutants in accordance with ISO/IEC 17025:2017 testing laboratory accreditation mandates. The chemist must stay abreast of the current literature, trends and technology in analytical toxicology/chemistry areas to develop new, and adapt existing, analytical methods in analytical chemistry. Performs qualitative/quantitative analysis of contaminants in food and environmental samples as the technical expert in Analytical Chemistry on the instrumentation. Plans, coordinates and performs the analyses of a variety of drinking water, bottled water, food, environmental and workplace related samples submitted by field personnel from Public Health Command Europe (PHCE) and other DoD entities for trace level hazardous chemical (inorganic and/or organic) contaminants. Selects and modifies established methods and procedures, and performs the analysis, using analytical chemistry instrumentation like gas chromatographs (GC) equipped with mass spectrometric detectors (MSD), flame ionization detectors (FID), and electron capture detectors (ECD), high performance liquid chromatographs (HPLC), liquid chromatographs coupled with mass detector (LC-MS), spectrophotometers, ion chromatographs (IC), gas flow proportional counters, discrete analyzers, or inductively coupled plasma mass spectrometers (ICP-MS) or optical emission spectrometers (ICP- OES). The assignment typically consists of a sample, a request for analysis, information as to the background and source of the sample, and the reason for collection of the sample. The results are used by PHCE personnel and external customers for regulatory purposes and the development of health risk assessments. All analytical data are generated in accordance with Laboratory Sciences' (LS) integrated ISO/IEC 17025:2017 accredited and certified Quality Syst Performs internal audits of Laboratory Sciences' (LS) Quality System and authors Standard Operating Procedures (SOPs), Work Instructions and other controlled documents. Authors Function Verification/Preventative Maintenance (FV/PM) procedures for the FV/PM of all equipment, develops and monitors required quality control programs associated with the Inorganic Chemistry Division's instrumentation. Interprets data for a variety of matrices and highly complex analytical methodology. Advises on course of action to follow on obtained data from standard/control samples when outside the reference range. Accepts referral for abnormal or unusual results and observations from team members. Identifies discrepancies/conditions such as instrument malfunctions, conditions of test performance, reactions systems, and/or test procedures employed which cause erroneous results. Takes appropriate actions to correct and solve problems. Plans and conducts courses of instruction on analytical chemistry and its associated instrumentation. Directs the tasks of 2-5 chemists and/or technicians for the purpose of implementing new instrumentation and/or methodology for routine modernization and expansion of laboratory capabilities. Modifies and troubleshoots instrument function & analytical methods. As relevant, provides instruction regarding the field of Analytical Chemistry to other chemists or laboratory technologists on instrument operation, maintenance, function verification/preventive maintenance and applicable chemical theories of derivatization, extraction, and purification procedures. Performs other duties as assigned.
