Inspektor/in (Waffenreparatur) Vilseck, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben The position is an Inspector for small arms, respectively optical equipment, customer's weapons, and is responsible for technical assistance required by requesting units and permanently assigned units. On an as needed basis must perform repairs of small arms and optical equipment. Supports special missions (reconstitution, integration, overhaul etc.) delegated or requested through higher headquarters. Lists deficiencies and shortcomings detected on applicable forms and forwards to supervisor and if required to the customer for further action. Small Arms and Optical Equipment inspection. Repairs and inspects small arms, such as crew served machine guns, other machine guns, automatic, precision rifles, and automatic pistols, to include applicable mounts and accessories. Adheres to applicable Department of the Army and USAREUR regulations, technical bulletins and technical manuals for weapons, MWO's and Safety of Use Message (SOUM). Understands the mechanical systems in order to disassemble weapons and set aside components with obvious wear or damage, (e.g., bent parts, loose rivets, broken teeth or cams, burrs, scratches, pitting, and rust). Uses technical manuals, specification sheets, and drawings to determine operation, assembly, and tolerance of a variety of small arms subassemblies and parts, such as gas cylinder assemblies, recoil mechanism, adjustable sight, tripods and mounts trigger assemblies or bolt assemblies. Performs inspections on crew-served machine guns and other related small arms repairs. Inspects maintenance and repairs completed on optical and non-optical precision instruments, apparatus and related components of combat vehicles and equipment such as binoculars, telescopes, periscopes, aiming circles, range finders and other observation instruments including correction of deficiencies and damages, disassembly and replacement of parts, adjustments, fittings, reassembly, installation and collimation of parts and components to assure that instruments operate within specified tolerances and performance standards. Inspections include initial inspection, in-process inspection and final inspection. Requisitions all required repair parts and performs classification inspection to determine serviceability of equipment for repair or other disposition actions. Applies a variety of go, no-go gages to check for proper assembly and operating tolerance such as correct amount of headspace and timing, amount of wear at the muzzle or proper size of portholes in barrel. In this capacity, is issued the required verification/classification stamp for use in the official condition code classification of equipment for appropriate evacuation for higher level repairs or disposition through appropriate supply channels. Is responsible for technical assistance required at subcommunities and assigned units. Provides technical assistance as needed. Performs annual serviceability, gaging and safety inspections at customer arms rooms and at the local repair shop. Provides advice and instruction as may be required to supported unit personnel, and to less experienced repair personnel. Lists deficiencies and shortcomings detected on prescribed maintenance forms by using applicable failure and action codes, as well as parts and materials used, repair/checks completed, and manhours expended. Requisitions and draws repair parts and materials from shop supply. Coordinates inspection and repair schedules with customer units and determines the length of inspection/repair cycles and personnel required. Using the appropriate Standard Army Information System (GCSS-Army) enters workorder data, parts, status, repair tasks, projected hours, and hours performed. Is responsible for the arms room (vault) operation and security with applicable forms, regulations and documentation. Supports arms room security inspections. Based on priorities from higher headquarters or the organization, must perform repairs and inspections of small arms and optical equipment, performs Preventive Maintenance Checks and Services (PMCS), maintenance, testing and purging on night vision devices. Performs PMCS on small arms for units without organic small arms capabilities (Orphan Units). Repair duties include disassembly and assembly of weapons, optical and fire control instruments; modifications as required by applicable regulations, installation of parts, ancillary and accessory equipment, replacement of parts, lubrication of all moving parts, test and operation of all components repaired. Is responsible for appropriate care and maintenance of tools, gages and test equipment. Performs other duties as assigned. E&T Levels II: PLUS 1 year of creditable experience, as defined below Creditable experience: Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position. E&T Levels III A, IV A, B, and C, are creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required. E&T level, III B, C and IV D and V are not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position. Exceptions: (1) Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level. (2) Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level. (3) In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassignment current employees who have already been performing same or similar work. C-5: E&T Levels I: PLUS 3 years of creditable experience as defined below. E&T Levels II: PLUS 2 years of creditable experience as defined below. E&T Levels III A is creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 1 year of creditable experience as defined below. Creditable experience: Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position. E&T Levels IV A, B, and C, are creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required. E&T level, III B, C and IV D and V are not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position. Exceptions: (1) Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level. (2) Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level. (3) In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassignment current employees who have already been performing same or similar work. C-5a: 1. Following qualification standards apply for internal placements. E&T Levels I: 3 years of creditable experience type a, defined below; and 1 year of creditable experience type b, defined below. E&T Levels II: 2 years of creditable experience type a, defined below; and 1 year of experience type b, defined below. E&T Levels III A is creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; PLUS 1 year of creditable experience type a, defined below; and 1 year of experience type b, defined below. E&T level, III B, C PLUS 1 year of creditable experience type b, defined below. E&T Levels IV A, B, and C, are creditable with a directly or closely related apprenticeship or specialization/certification to the trade of the position; no additional experience required. E&T level, IV D is not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position. E&T Level V: creditable with a directly or closely related field of study to the trade of the position; no additional experience required. If the study is not in a directly or closely related field, the individuals must demonstrate knowledge and experience in the trade of the position. Creditable Experience Type a: Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position. Creditable Experience Type b: Experience as an inspector or specialist in the same or similar trade in the same or similar position. Creditable experience must have been gained at a level of difficulty that is comparable to the next lower grade. Exceptions: (1) Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level. (2) Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level. (3) In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassignment current employees who have already been performing same or similar work. Position may be filled at the C-4A, 05 or at the full performance level, C-5A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
