Hauptaufgaben Serves as the designated Field Site Facility Manager, responsible for determining total facilities operation, maintenance, and improvement requirements, determining financial needs to support the facility program, organizing and managing assigned projects, and evaluating effectiveness through inspections. Provides technical guidance and assistance on all facility matters. Advises managers on optimal use of site facilities. Performs technical short- and long-range planning, in coordination with the Business Lines, and evaluates existing facility space usage and projects future requirements. Reviews space and facility needs requests. Works with management in the various business lines to determines space requirements at the site. Develops specifications for any space changes and ensures proper funding is available prior to contract commitments. Manages and coordinates the space assignment action. Verifies the amount of square footage and classification of all space assignments, validates and reconciles rent charges and other billings, and answers related inquiries. Maintains accuracy of all space assignments, drawings, and records. Prepares reports on space use. Oversees and coordinates space alterations, internal moves, setups, reconfigurations, and construction projects to ensure requirements are met. Performs surveys and analyses of furniture and equipment installation and set-up requirements, including special purpose space, to identify and verify requirements and to ensure maximum utilization of space. Completes short- and long-range analyses of all furniture and equipment deficiencies, identifies alternatives, and recommends solutions. Performs functions as a Government Purchase Card Holder to manage, track, and purchase equipment and supplies. Completes and maintains Government Purchase Card Holder training. Ensures site is in compliance with all applicable regulations and procedures. Develops and submits to the Corporate Facilities Team short and long-range plans for facility requirements, including existing space requirements and projections for future needs. Determines multi-year funding requirements for facility operation and maintenance requirements, justifies budget requests to upper management, and monitors and controls program expenditures. Ensures electricity, heating, air conditioning, water, sewage, elevator, and telephone service are operational. Develops Statements of Work and/or contract specifications and design drawings. Ensures compliance with facility and utility regulations and OSHA requirements. Oversees all in-house plant equipment modifications, repairs, and upgrades to Heating Ventilation, Air Conditioning Systems (HVAC), high voltage and secondary electrical systems, Fire Alarm Systems, diesel generators, low- or high-pressure steam-fired boilers, and potable water systems. Estimates costs and time needed for facility repairs and tracks the status of completion of projects. Interprets terms and conditions of facility contracts and evaluates services rendered. Administers utility contracts for the acquisition of field site services such as electricity, heating, air conditioning, and water/sewage. Administers facility maintenance and repair contracts. Plans and administers the Energy Conservation Program. Coordinates with appropriate organizations and city officials concerning planned alternations and improvements. Develops a preventive maintenance schedule to ensure major mechanical equipment is maintained appropriately and remains operational. Determines facilities operation and maintenance requirements. Accomplishes extensive planning and coordination to ensure all mechanical, electrical, and facility equipment requirements comply with ASHRAE, NEC, OSHA, DoD, and local regulations and requirements. Develops contracts for repair, alteration, construction, and custodial, and interacts with Contracting Officer to coordinate projects. Serves as Contracting Officer's Representative (COR) and Contract Surveillance Representative (CSR) for all base operating support contracts. Evaluates the condition of facility components, determines total maintenance and improvement requirements, and determines priority to provide optimum service to occupants. Develops and implements a preventative maintenance schedule to ensure major mechanical equipment is maintained appropriately and remains operational. Determines repair work to facilities operational equipment to include mechanical, electrical, grounds, potable water, plumbing and sewage. Oversees work request to include customer interfaces, work classification and feasibility of projects, cost effectiveness, and budgeting. Manages grounds maintenance, snow removal, and parking lot maintenance. Safety and Occupational Health Management: Serves as the designated Field Site Safety Officer. Manages the safety and health program to promote and monitor occupant safety and protection. Administers the site safety and health budget, injury and illness record keeping system, accident investigation and reporting programs, hazard reporting investigation and abatement, and inspection and training programs for accident prevention in accordance with Public Law 91-956, Federal and general industry consensus standards, DoD, and DFAS requirements. Conducts and coordinates safety and occupational health inspections to evaluate compliance with Federal safety and occupational health standards: 29 CFR 1910, General Industry Standards for Safety and Health; 29 CFR 1926, Construction; National Institute of Occupational Safety and Health Standards; American Congress of Government Industrial Hygienist Standards, and general industry consensus standards including the National Fire Protection Association Codes, Life Safety and National Electric Codes, American Society of Heating, Refrigeration, and Air Conditioning Engineers Standards, and applicable host GSA or Component standards. Investigates hazardous conditions and practices, identifies hazards and hazardous behaviors, and assesses potential risk to employees and potential for loss of material resources. Determines, recommends, and documents corrective actions. Coordinates and provides technical guidance and training to managers, supervisors, and employees to achieve safe and healthful work and work environments. Prepares reports of findings and discusses with site managers and supervisors. Investigates mishaps and accidents to determine cause, advises managers about strategies to prevent future accidents, and takes actions necessary to ensure the safety and health of employees. Provides, coordinates, or conducts safety training and briefings for employees and supervisors. Monitors safety training to ensure employees are aware of the program, program rights, and responsibilities. Assures managers and employees are educated about, and knowledgeable of, standards that apply to work tasks, activities, and planning. Routinely posts safety and health information and provides employees access to program policy and accident prevention information, standards, Federal DoD, and National Safety Council publications. Advises and coordinates with the host safety and health authority, the Emergency Response Team, and Emergency Operations Center on safety and occupational health issues and ensures the contingency plans address site employee's safety and health in foreseeable emergencies and threats. Screens and posts host safety notices and industry product recalls, and coordinates on acquisition plans. Ensures ergonomic assessments are incorporated in scheduled safety and health inspections. Coordinates and conducts individual ergonomic analyses to prevent muscular-skeletal disorders and to accommodate work-related medically recommended solutions for employees who experience muscular-skeletal disorders. Serves as the program manager for site Safety and Occupational Health Council meetings. Presents program statistics, including inspections conducted, hazards identified and abated, training conducted, accident trends, compensation costs, and lost time for site management consideration and action. Participates in Violence in the Workplace Committee. Advises managers of goals and objectives to improve site safety performance and projects resource requirements to meet site goals that conform with DoD and DFAS stated goals. Participates in the Internal Control and Management Review process regarding site safety program management. Documents site program plans/actions and maintains program records in accordance with Occupational Safety and Health Administration regulations, standards, and National Archives and Records Administration approved DFAS schedules. Maintains written plans to include Mail Room Handling of Suspect Powers, Asbestos Management, Ergonomics Program, Confined Space, Lock Out Tag Out, Personal Protective Equipment (PPE), and Ladder Safety. Liaisons with host health providers, local fire protection, police authorities, and DFAS Office of Workers' Compensation program managers with regard to site safety program management. Initiates and maintains "Material Safety Data Sheets" (MSDS) logbook on all chemicals and/or materials used or stored on the premises in accordance with OSHA and 29 CFR regulations. Performs duties as mail clerk. Receives sorts, classifies, and routes mail to personnel throughout the agency and supported units. Prepare outgoing material for dispatching. Sorts mail into a variety of specialized categories such as first, third, and fourth class; foreign; U.S. Postal Service Express Mail; registered; certified; and priority mail; includes tasks such as sealing, metering, bundling and fraying according to U.S. Postal Service regulations; wrapping bulk mail and preparing labels and envelopes. Opens, perforates, date stamps, and reads as necessary to determine routing by subject matter, some of which is closely related. Maintains up-to-date directories by name, room, telephone number, organization and forwarding address. Maintains and tracks reports for mail data. Performs other duties as assigned.
