Hauptaufgaben This position assumes full technical responsibility for the 6981st Motor Operations & Maintenance Branch, a repair and maintenance facility that maintains all vehicles, equipment, and tools at the units HQ's and its 2 decentralized Detachments. Work requires a thorough knowledge of management principles; comprehensive knowledge of maintenance policies, regulations and other official guidance and extensive technical working knowledge of trades, crafts and manual labor operations. In case of a car broke down, the incumbent is held reliable for replacement of the defective vehicle and re-shift freight (which can range from regular to dangerous property) to designated destination. The incumbent ensures vehicles are certified in accordance with B3 certification/equivalent to German TUEV which authorizes to transport dangerous property within the FRG and Europe. Position requires technical proficiency in operation and repair maintenance of wheeled vehicles and ground support equipment, including planning and programming required services. Requires knowledge of Department of Transportation Certification Regulations and the ability to analyze maintenance trends for data collection and maintenance production reports to higher headquarters. Requires operational and technical knowledge of class IX repair parts for support equipment. Knowledge in recovery operations to facilitate recovery of damaged/disabled engineering equipment as well as evacuation for repair and motor pool hazardous materials with SHA requirements/guidelines. Acts as the unit's Environmental Officer (EO). Serves as Maintenance Operations Chief for the 6981st Motor Operations & Maintenance Section. Establishes a good working climate to encourage employees to participate in achieving management goals and to promote efficient and economical work in the day-to-day operations. Coordinates and directs the work activity and personnel of the units supervised. Assigns and explains work requirements to assigned employees. Maintains balanced workloads for work groups, shifting work among subordinates for most effective operations. Reviews and analyzes production to evaluate progress of work and to control or reduce costs, studies continuing problems and takes or recommends necessary corrective actions. Evaluates, adapts, revises, and monitors special maintenance related programs, such as the Equipment Improvement, Cost Reduction, Oil Analysis, Calibration, Warranty, Rust prevention, and the Supply and Maintenance Assessment and Review Team (SMART) programs. Assigns maintenance and repair tasks to be performed on a fleet of organic motorized and support equipment to individual workers. The equipment consists of 1,5ton MB Vitos up to 18ton trucks with loading devices, heavy operating equipment like ditch diggers and front loaders, special equipment like Line Construction Trucks (LCT) and Fork Lifts, special tools like vibrating compactors, air compressors, groove cutters and core cutters. The repair work is complicated by the size and complexity of the vehicle fleet, equipment and tool types and the different trades involved to complete the overhaul, maintenance, repair and modification of the vehicles, as well as the dispatch functions and vehicle safety inspections. Coordinates all necessary repair and maintenance requests for the Detachments in Grafenwoehr and Stuttgart with BASOPS and/or IFMS. Plans and coordinates repair work at unit owned vehicles and equipment for the Detachments by assigning mechanics and making arrangements for the transportation, if required. Explains work requirements, methods, and procedures. Instructs subordinates in new procedures, and provides advice when problems arise. Reviews work in progress or on completion. Adjusts plans, assignments, and methods as necessary to accomplish the work as effectively and economically as feasible. Assures that delays in work accomplishment do not occur or that they are kept to a minimum. Develops performance standards, counsels employees in case of unacceptable performance, and makes formal and informal performance appraisals. Directs the detailing of employees to jobs other than their own. Participates in interviews of candidates for vacancies, and recommends or makes selections. Counsels employees on problems and attempts to settle informal complaints through discussions with employees and works council representatives. Initiates proposals for formal disciplinary actions, as needed. Controls the sick absence control program, counsels employees, as necessary, and emphasizes the importance of the program. Identifies employees' training needs, and recommends necessary training. Schedules and approves leave of subordinates. Participates in maintenance meetings and conferences, as required. Promotes and administers a variety of activities such as safety, security, HAZMAT, environmental protection, cost reduction, and monitors internal controls to ensure compliance with laws, local SOPs and guidance from the maintenance manager. Provides beneficial suggestions and quality assurance within policies and procedures established by higher authority. Tracks and accomplishes Safety of Use Messages (SOUM), Ground Safety Messages (GSM), and Maintenance Advisory Messages (MSM). Calculates annual budget and non-financial requirements for submission to the Civilian Support Group Supervisor of the 6981st. Ensures that all procedures and actions concerning maintenance are in accordance with given demands, regulations, automated systems like the Standard Army Maintenance System Level Enhanced (SAMS-E), and the Global Combat Support System – Army (GCSS-Army). Performs visual and technical receipt and in-process inspections to determine nature, cause, and extent of failures and defects on organic equipment. Considering such factors as safety provisions and performance standards and goals established by higher headquarters, decides whether equipment is still usable. For equipment in need of repair, decides if it must be referred to a higher echelon maintenance activity or if it can be repaired at the employing unit's organizational maintenance level. Determines types, quantities, and prices of parts and material required for the repair of equipment, and estimates manhour costs for repair and service operations. Determines if equipment is economically repairable and the most economical work method, i.e., repair, overhaul, modification, or replacement. Performs final acceptance inspections and operational tests of repaired, modified, or rebuilt equipment. Performs shop, field or road operation tests. Prepares final inspection reports indicating required corrective actions. Signs acceptance reports for serviceable equipment, and prepares operational test records. Instructs subordinates in equipment repair procedures for new equipment and unusual repair problems. Provides driver/operator training on light vehicles (IFMS) and training for all unit personnel with reference to vehicle maintenance or driving (e.g. winter driving, PMCS, lubrication, etc.).
