Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

AND

EXTERNAL Local National Applicants who reside in Germany.


Hauptaufgaben

Serves as an Attorney-Advisor for the Stuttgart Law Center. Provides legal opinions and advice concerning German laws, precedents, interpretations, and application to the Officer in Charge (OIC), Staff Judge Advocate (SJA), USAG-S Commander, command staff elements, and subordinate echelons.

Legal Assistance. Provides legal assistance to military and civilian members of the U.S. Forces and their dependents in the local areas served by the Stuttgart Law Center and other law centers falling under the OSJA, 7th Army Training Command (ATC). Renders professional consultation and advice on numerous matters involving German law and civil, administrative, or criminal procedure, including marriage, adoption, divorce, tort liability, paternity, leases and sales contracts, insurance, taxation, minor criminal and traffic offenses, and other disputes. Prepares letters, legal documents, pro se petitions, etc. for clients' signatures, conducts other written and telephonic correspondence to assist clients in resolving legal assistance matters efficiently. Provides opinions and advice on German law to U.S. and civilian attorneys from other legal offices in USAREUR-AF. Independently acquires and maintains current legal research material. Writes, edits, and provides technical assistance in preparation of preventive law articles and other informational and instructional materials concerning German laws and procedures. Prepares or edits translations of German and U.S. laws or other highly complex legal material requiring command of technical terms in both languages, in-depth knowledge of German law, and substantial knowledge of U.S. law. Formulation of work product requires independent development and analysis of necessary data and background information; research and application of the relevant legal principles to the essential facts; and the in-depth analysis and summarization of overall impact on particular issues concerned. Participates as a consultant for command sponsored community service and legal oriented seminars and conferences, conducting briefings, and instructing military and civilian legal and administrative personnel on various subjects involving German and international law that impact U.S. forces stationed in Germany.

International Law and Liaison Functions. Assist in rendering advice on issues of German and comparative law impacting personnel and operations of the Stuttgart Law Center, Office of the Staff Judge Advocate, 7th Army Training Command (OSJA, 7th ATC). Acquires and maintains expertise, conducts research, to render opinions, advice, and recommendations on numerous areas of international, comparative, and German domestic law. Reviews and analyzes local and international agreements, contracts, and memorandums of understanding proposed, or other U.S. and host nation agencies affecting the operations of the U.S. Army in Germany. Monitors and reports on changes in German law and regulations affecting U.S. Forces operations, providing the OIC and local commanders with current analysis of judicial decisions and legislation. Opinions, advice, recommendations, and other results of research are provided to the OIC, and other staff members within the OSJA, 7th ATC in the form of oral advice, briefings, and/or in written memorandums, information and decision papers, letters, and legal briefs. Assists in serving as a German legal adviser to the OIC and local commanders. Provides expert analysis and advice to the command on numerous complex cases in all areas of German local, international, or comparative law arising in the host nation. Necessary expertise in German law includes extensive, in-depth knowledge of German law, including but not limited to regulatory and judicial procedure, constitutional law, administrative law, tort claims law, and labor law. Work in the international law area primarily involves review, interpretation, and analysis of the NATO Status of Forces Agreement (SOFA) and its Supplementary Agreement (SA), and other international agreements or conventions as applied in Germany to both U.S. and German military forces and operations. Opinions and advice in the comparative law area are researched in conjunction with U.S. Army and host nation legal staffs on various issues impacting on U.S. Forces and operations in Germany. Research on facts and laws is conducted using in-house or USAREUR-AF, U.S. legal reference libraries, German Government and University Law libraries, or through verbal inquiries made telephonically on in person at conferences and interviews. Research involves independent scheduling and attendance at meetings. Serves as a point of contact for legal assistance issues with German Authorities in the state of Baden-Wuertemberg, and other German federal agencies. Maintains contact and close working relationships with all government legal authorities in the greater Stuttgart area. Meets and corresponds with administrators, police, social services and judicial officials at the city, county, regional, and state government levels. Schedules and attends meetings with U.S. Army and German policy-making officials to address and resolve specific problems affecting U.S. interests in local communities. Upon request, attends meeting of the local Armed Forces Disciplinary Control Board to provide advice on matters of German Law.

Performs other duties as assigned.

C-8:

E&T Levels I thru IV: Not creditable for positions in this occupational series.

E&T Level V: Applicants for positions in this series must be graduates of the German university with major study in German basic law (abgeschlossenes Jurastudium) and be in possession of the 1st and 2nd State Examination (1. und 2. Staatsexamen). Education completed in foreign law schools cannot be credited as the position requires expertise in German law.

LANGUAGE PROFICIENCY LEVEL:

* German level C2 according to the Common European Framework of Reference for Languages required.
* English level C2 required according to the Common European Framework of Reference for Languages.
