Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
Hauptaufgaben
Team Leader Duties.
Leads a team of Contract Specialists involved in pre- and post-award contracting functions.
(a). Leads Team members in the performance of all pre-award contracting functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types to procure large, highly complex/high dollar equipment systems, programs or services where little or no contractual precedent exists.
(b). Leads Team members in the performance of all post-award contracting functions in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired.
(c). Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services; articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures that each employee has an integral role in developing the final team product; monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met; reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs; researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products; intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.
Contract Specialist Duties.
(a). Personally performs all pre-award contracting functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types to procure large, highly complex/high dollar equipment systems, programs or services where little or no contractual precedent exists. Analyzes requirements and recommends necessary revisions to requesting activities to clarify requirements. Determines method of procurement, milestones, acquisition plan and type of contract. Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Develops procurement packages which include obtaining and/or developing Determination and Findings, Memorandums, Justification for Other Than Full and Open Competition, scopes of work, independent Government cost estimates, reporting requirements, security requirements checklists, technical data packages, evaluation criteria, method of solicitation and any other required documents. Develops a source file of responsible contractors by analyzing industries' technical and financial ability to satisfy requirements. Encourages possible sources to request qualification for government procurements. Compiles bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, or other sources. Prepares solicitations and determines sources to be solicited. Conducts pre-solicitation/pre-proposal conferences and processes protests. Performs detailed analysis of bids received. Ensures strict compliance with specifications on advertised procurements, and recommends award to lowest responsible, responsive bidder. Performs detailed analysis of proposals received. Ensures strict compliance with specifications on negotiated procurements, and recommends award based on best overall value to the Government. Obtains necessary reports and evaluates the contractors' fiscal soundness, production capacity, quality control, present commitments, previous record of performance and other indicators of capacity to perform. Analyzes proposal for requirements that range from minor equipment to commodities that are subject to design or specification changes or the introduction of changes in manufacturing processes. Coordinates actions with customers, legal counsel, technical, and financial specialists, etc., who represent the various disciplines involved in the procurement process. Processes unauthorized commitments, Freedom of Information Requests. Compiles the contract package for execution by the Contracting Officer.
(b). Personally performs all post-award contracting functions in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired. Monitors Contractor's performance through telephone conversations, correspondence, reports, vouchers, and visits for status of contract performance, scheduling, problems that have arisen and proposed solutions, verification of deliveries, and similar activities. Interprets contract provisions for contractors and for officials of the Regional Contracting Office. Provides appropriate advice and guidance. Negotiates contract modifications. Prepares initial agency position on protests from unsuccessful bidders and renders or recommends a decision on claims arising under the contract. Prepares "Rule 4 file" and other documents on contract claims under litigation. Closes out the contract, or issue termination notices and reviews settlement proposals. Ensures that all post award actions taken are in compliance with all applicable laws, regulations and Executive Orders. Performs price/cost analysis. Analyzes and evaluates findings contained in audit reports, and supports recommendations with detailed analysis of each cost element. Utilizes a variety of price/cost analysis techniques involving a wide range of factors affecting contractors' costs, for which pertinent historical data are generally available. Examples of factors affecting costs that are analyzed are profit margin, direct and indirect labor, overhead, G&A expenses, etc. Analyzes proposals which extend for more than one year and require projecting expected changes in labor and material costs and technology which do not permit price comparisons because of restricted competition. Conducts extensive negotiations during all phases of the procurement process. Formulates the negotiation strategy, to include preparation, coordination and execution of Business Clearance Memorandums, which detail the terms, conditions and pricing strategy for the negotiations. Identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation and delivery, etc.). Consults with Technical Specialists concerning data submitted by offerors.
Performs other duties as assigned.

C-7a Qualification Requirements for current employees who are already in the 1102 series:
E&T Level I: Plus 9 years of job related experience as defined below.
E&T Level II: Plus 8 years of job related experience as defined below.
For all other applicants E&T Level I and II are not creditable for positions in this occupational series and the following requirements must be met:

E&T Level IIIA: The completed apprenticeship must have been in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau
im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 7 years of job related experience as defined below.
E&T Level III B and III C: 7 years of job related experience as defined below.
E&T Level IVA: The completed apprenticeship must have been in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 5 years of job related experience as defined below.

E&T Level V: Major study must have been in a related academic field to the position, e.g., Betriebs- oder Volkswirtschaft,Wirtschafts-, Sozial-, oder Volkswissenschaft, certification as Bilanzbuchhalter, or other area that relates to this positions; PLUS 3 years of job related experience as defined below.
Job Related Experience: is experience in awarding and administering contracts for the procurement of supplies, services and/or construction through open market or negotiated procedures; experience in the application of contracting policies and regulations (e.g., Federal Acquisition Regulation (FAR), Defense FAR Supplement). The experience must have been gained in substantially the same line of work for which considered. One year of the total experience must have been gained in the same, equivalent, or one level below the grade for which considered. The experience must show progression and the ability to handle increased responsibility.
Training: Position requires completion of mandatory training, as directed.
