Consultancy for Diakonie Katastrophenhilfe Regional Hub Asia (DKH Asia) and International Orthodox Christian Charities (IOCC)

Diakonie Katastrophenhilfe is the lead organization of a multi-partners consortium for a 3-years BMZ-TDA (German government) funded project in the West Bank. IOCC is DKH's implementing partner and one of the members of the consortium. The multi-sector project started in January 2026 in different locations in Area C and UNRWA administered camps. The project integrates food security, livelihood, DRR and health and nutrition components with a strong focus on women empowerment.

This consultancy position is instrumental to adapt and harmonize the MEAL practices, procedures, and tools of the three years BMZ-TDA consortium project. The Project MEAL specialist will add value and accountability in relation to project implementation and ensure the effectiveness, efficiency, and accountability of the consortium's interventions.
The consultant will be based in DKH's partner office IOCC, in the West Bank.
Working under the supervision of the Consortium Coordinator and in close collaboration with IOCC's program staff, and other consortium members (Welthungerhilfe/WHH, and Juzoor for health and community development), the Project MEAL specialist is responsible for fulfilling the following tasks:
ROLES & RESPONSIBILITIES:
A. Consortium-Level MEAL
Coordinate, fine tune and harmonize the consortium MEAL framework, plans, and tools in collaboration with consortium members.
Ensure alignment with donor (BMZ) guidelines and reporting requirements.
Facilitate the development and refinement of a consortium-wide Theory of Change, results framework, and indicator tracking tools.
Provide training, capacity-building, and technical support on MEAL to consortium partners (i.e. DKH, IOCC, WHH and Juzoor).
Lead on the maintenance of the joint data management system (Genius Tags).
Ensure systems are in place for regular data collection, verification, and quality control across the consortium, with special attention prior to quarterly and annual report submission.
Lead and/or coordinate consortium-level assessments, baseline, midline and endline surveys, and evaluations.
Facilitate periodic MEAL meetings, learning events, and joint analysis sessions.
Ensure that all project activities are monitored against agreed indicators and targets as per the approved project logical framework, and that progress is regularly tracked, analysed, and reported to management through accurate and timely MEAL reports.
B. Organization-Level MEAL (DKH and IOCC)
Implement day-to-day project MEAL activities for DKH & IOCC.
Oversee the collection, cleaning, analysis, and timely reporting of project data.
Conduct routine monitoring visits.
Ensure beneficiary feedback and complaint mechanisms are in place and functioning, track issues and responses.
Lead analysis of monitoring findings, producing actionable recommendations.
Contribute to donor reports, case studies, and success stories, as required.
C. Accountability and Learning
Promote learning and adaptive management based on MEAL findings.
Document and share lessons learned, best practices, and success stories, internally and with consortium partners.
Set up and report on accountability mechanisms to communities and stakeholders.

DELIVERABLES:
1. Consortium MEAL framework, plan, and tools
Indicators tracking table (ITT)
MEAL workplan, with targets set per agreed timeline (planned vs. achieved)
Revision of Theory of Change
Revision of the logical framework
Consortium Complaint and Feedback Mechanism
Expected delivery period: within the first 4 months of project implementation
2.Functional joint data management system/resources (Genius Tags)
Attend the training from Genius Tags
Support the collection of raw data
Make sure data are reported and linked
Period analysis of the tool and data generated
Expected delivery date: ongoing for the duration of project implementation
3. Baseline, midline and endline survey reports (as required)
In consultation with consortium members, develop data collection tools
Lead the effort of data collection among members of the consortium
Raw data collection
Provide analysis & report
Expected delivery date: based on evaluation needed
4. Quarterly and annual MEAL reports (as per project MEAL Plan)
Updated and consolidated ITT on behalf of the consortium
Updated and consolidated logical framework on behalf of the consortium
Update narrative MEAL section for DKH and IOCC sections
Expected delivery date: by end of each quarter and end of project year.
5. Field visits for DKH and IOCC
Field mission plan
Field mission reports
Expected delivery date: quarterly
6. Revising or developing Complaint and Feedback Mechanisms (CFM) for the Consortium
Revision of existing tools, if any, and harmonization
Development of missing and required tools
CFM Tracking sheet
Reporting
Expected delivery period: within the first 4 months of project implementation.
7. Documentation of lessons learned, best practices, and recommendations for the consortium
Develop required tools
Lead and facilitate workshops in coordination with the Consortium Coordinator
Reporting and action plan/recommendations
Expected delivery period: bi-annually (every 6 months).

REQUIRED QUALIFICATIONS & SKILLS:
Advanced degree in Data Science, Statistics, Monitoring & Evaluation, or related field.
Minimum 5 years' experience in MEAL roles in international development or humanitarian settings, ideally with consortia or multi-stakeholder projects, with particular focus on project activities, indicators, log frames, theory of change etc.
Proven track record in setting up MEAL systems, developing MEAL frameworks, and leading data management.
Proficiency in MEAL software (e.g. SPSS, STATA) and data collection platforms (e.g. KoboToolbox, ODK).
Strong knowledge of donor MEAL requirements and international best practices.
Excellent quantitative and qualitative data analysis skills.
Strong training, facilitation, and coordination abilities.
Previous experience with Genius Tags preferred.
Excellent communication skills in English and Arabic.
Ability to work efficiently as a consultant (self-managed, outcome-focused) within specified consultancy days.

DURATION & PAYMENT:
The consultancy covers up to 120 working days per calendar year, renewable annually during the project period, up to 3 years for a total of 360 days. Continuation of the consultancy agreement will be based, among other things, on the performance during the first year of assignment.

Daily rate to be negotiated in accordance with qualifications/experience and donor budget constraints.
