Duties Description Standard Duties:
As a Labor Services Representative, you would assist customers and provide a broad range of services to jobseekers and employers both on an individual basis and through group presentations. You would interview customers to evaluate the nature of services desired, obtaining a complete work history including job experience, education, skills, salary ranges and job preferences. You would identify barriers to employment and develop solutions to these barriers. Intensive job placement assistance is key through developing skills-based resume, successful employment interview coaching, providing continuing job leads, conducting employment referrals and advocating for the job seeker when applying for a job. You would provide information on resources available through the Department of Labor.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Labor Services Representative Trainee 1: A bachelor's or higher degree.

You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive/non-competitive, or labor class service in a title allocated to a Grade 9 or higher
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Labor Services Representative/Trainee 1/2; if you have less than one year, you must be reachable on the current Labor Services Representative/ Trainee 1/2 eligible list for this location if one exists.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:
One year of permanent or contingent-permanent service as a Grade 11 or higher and a passing score on Labor Services Representative/Trainee 1/2 exam and a bachelor’s degree*.
Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.
