Job Details Landstuhl, Germany - Landstuhl, Germany Description Position Title: Quality Control Manager – Lead (QCM-L) Area of Requirement: LRMC Work Center, Germany Scope of Position: The QCM-L spearheads the contractor’s entire Quality Control Program as described in PWS 1.8, ensuring that all preventive, corrective, and emergency maintenance services meet or exceed contract standards, industry best practices, and TJC Environment of Care (EOC) requirements. This position establishes the QC framework, leads periodic performance audits, and acts as the primary quality interface with the CMM, COR, and clinical stakeholders. The QCM-L also drives data-driven process improvements and oversees external audit readiness. Tasks and Capabilities Required: · QC Program Development: o Design and implement Quality Control Plans (QCPs), checklists, and inspection protocols covering every trade and service area (mechanical, electrical, plumbing, medical gas, HVAC, and specialty systems). o Define acceptance criteria, sampling methodologies, and audit frequencies to align with PWS standards and TJC tracer requirements. · Inspection & Verification: o Conduct routine and surprise inspections of PM and CM work orders, verifying scope compliance, workmanship quality, and proper documentation (e.g., test certificates, calibration records). o Use digital QC tools to record inspection results, generate NCRs (Non-Conformance Reports), and monitor corrective-action status through closure. · Reporting & Stakeholder Communication: o Prepare comprehensive monthly QC reports summarizing audit findings, trend analyses, and root-cause summaries; present these to the CMM, COR, and Safety/Quality committees. o Serve as the QC representative during government and TJC tracers, ensuring all evidence and documentation are readily available. · Process Improvement & Training: o Analyze audit data to identify systemic performance gaps; lead Six Sigma–style Kaizen events to redesign workflows and eliminate recurring defects. o Develop and deliver QC training sessions for supervisors, lead tradesmen, and quality inspectors to reinforce standards and best practices. · Corrective-Action Management: o Establish and maintain a Corrective Action Register, assigning responsibility, tracking timelines, and verifying effective implementation. o Lead periodic reviews of CAPAs (Corrective and Preventive Actions) to ensure sustainability of improvements. Mandatory Experience and Certifications: · Minimum three (3) years’ direct experience managing Quality Control in healthcare-facility maintenance, including hands-on familiarity with TJC Environment of Care and Life Safety tracer methodologies. · Proven track record of developing and executing QC audit programs on multi-trade operations with zero critical non-conformances. · Strong analytical skills and proficiency with QC data platforms or CMMS reporting modules. Preferred/Desired Certifications: · ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE) · Lean Six Sigma Green Belt or Black Belt · American Society for Quality (ASQ) Certified Quality Auditor (CQA) · Certified Reliability Engineer (CRE)
