Sachbearb. (Umweltschutz) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Employee plans, implements and executes solid waste, refuse and recycling programs, including organization, expansion and adoption of programs and systems to local and mission focused conditions and needs. Plans and develops long range complex solid waste, refuse and recycling programs, critical mission sensitive operations, and special projects for the improvement of environmental quality, protection and enhancement, and proper disposal and recycling of solid wastes and unserviceable materials. Areas of activity includes but is not limited to municipal solid waste, household waste, industrial commercial waste, construction waste, semi-solid and liquid waste and recyclables. Employee refers to Army guides, Host Nation, federal and state laws, standards and acts, and guides to research local implementation of program requirements and objectives, with due consideration to respective standards and cost factors involved. Employee plans and develops liable and trusted solid waste collection, transportation, disposal and recycling strategies in accordance with Host Nation, County Administrations, City Governments, local laws and acts, and future mission focused requirements. Employee develops and strengthens effective liaison with USAG RP Command, tenant units, community staff, Host Nation Authorities, County Administrations, and City Governments including industries and businesses having ecological programs to exchange information on latest technological developments in solid waste collection, transportation, disposal and recycling, engineering, technical experience, and cost factors. Employee represents the DPW and the USAG-RP at conferences and coordination meetings with Higher Headquarters, and Host Nation Agencies to establish and present the US Army's technical and policy position. Employee provides profound expertise and advice with the management of solid waste collection, transportation, and disposal requirements, as well as the preparation of Status Reports to IMCOM-E, USAG RP Command, GS13 and C-8 Managers. Employee develops solid waste collection, transportation, disposal, and recycling plans for affected installations within the USAG RP and the necessary SOPs. Employee provides professional advice, assistance, and training to community staff, troop units and DPW personnel on mission related solid waste collection, transportation, disposal, and recycling. Employee is responsible for conducting audits and assessments of USAG-RP installations, to determine compliance status of regulated activities and pollution sources and manages necessary corrective actions to avoid environmental risks and negative impacts of operational activities and potential liabilities. Employee conducts studies, surveys, analysis of conditions, and coordinates with Host Nation, County Administrations, City Governments, federal, state and local authorities in order to establish effective and mission focused local policies governing the identification and regulation of service plans. Employee develops reports about solid waste generation and costs and forward them to higher HQ, IMCOM-E, GS13, and C-8 (ISRs, SWARWeb). Collects, consolidates and reports Reimbursable Customer utility consumption and solid waste collection, transportation, disposal, and recycling cost to USAG RP Command. Performs cost comparison studies to determine the feasibility of changing the way work is done. For example, changing collection schedules or implementation of newer technology. Presents recommendations for improvement accompanied by a subject specific business case study with the goal of reducing the cost of the program while providing adequate service. Employee serves as Contracting Officer's Representative (COR), or supports the COR, on professional solid waste disposal and recycling service contracts. Prepares scopes of work and Government estimates, chairs negotiations, and documents all activities. Reviews and approves designs in collaboration with military agencies and appropriate Host Nation activities, County Administrations, and City Governments. Employee represents the DPW and the USAG-RP at conferences and coordination meetings with Contracting Office and contractors to establish and present the USAG RP technical and policy position. Develops surveillance techniques and procedures to use in inspecting and evaluating work performed under contract to determine efficiency, effectiveness and conformance with established standards (PWS). Ensures evaluation methods provides systematic and equitable review appropriate to the service related to solid waste and recycling collection, transportation, processing and disposal; evaluates with recommendations for acceptance/rejection to Contract Officer. Submit reports of documented instances of unacceptable contractor performance and contractor's failure to comply with contractual obligations. Ensures adequacy and progress of work commensurate with amounts requested per contractor invoice. Reviews contractor invoices for payment purposes IAW contracting office's guidelines; specifically checks invoices received from contract firms for technical correctness and compliance with contract terms and specifications. Ensures that services have been rendered prior to certifying/submitting invoices for payment. Perform other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. E&T Level III: 4 years of creditable experience as defined in B below. E&T Level IV: 3 years of creditable experience as defined in B below. E&T Level V: 2 years of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. * Applicants must be in possession of a German driver's license class B. * Office automation skills are required. LANGUAGE PROFICIENCY LEVEL: English Language Proficiency Level C1 AND German Language Proficiency Level C1 required.
