【Key Responsibilities】 Subcontractor Strategy & Pool Management
Develop and maintain the regional qualification mechanism for wind construction subcontractors, standardizing the processes for development, RFQs, and quotations.
Guide and support Project teams in identifying, assessing, and onboarding new local subcontractors to build a robust and competitive supplier base.
Bid & Proposal Support (Critical Function)
Provide timely and critical bidding quotation support to the Sales team:
Support in reviewing and negotiating PTCI-related terms and conditions within the client contracts.
Subcontractor Selection & Award
~ Establish and implement a fair and transparent subcontractor selection framework, evaluating candidates based on qualification, proposal feasibility, commercial competitiveness, and risk.
Contract Standardization & Negotiation
Collaborate to standardize regional PTCI subcontract templates and baseline terms.
Lead the negotiation of subcontract agreements, ensuring alignment with project requirements and company policies.
Supplier Performance & Relationship Management
Design and implement a supplier performance evaluation (SPE) system for PTCI subcontractors.
Guide Project Construction teams in conducting regular performance reviews and manage the continuous improvement cycle with key subcontractors.
【Qualifications & Requirements】
Education: Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or a related field.
Experience: Minimum of 5 years of experience in procurement and subcontract management, preferably within the renewable EPC, wind energy sectors.
Skills & Competencies:
Deep understanding of end-to-end procurement and subcontracting processes.
Strong commercial acumen with excellent negotiation and contract management skills.
Proven ability to develop and manage supplier/vendor relationships.
Capable of working effectively with cross-functional teams.
Analytical mindset with strong problem-solving skills.
Fluent in English
