Bauingenieur/in Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Provides professional, engineering services in the civil and architectural area for the Engineering, Plans and Services Division of the Directorate of Public Works. Duties include but are not limited to the following. Performs reviews of designs for construction projects prepared by in-house engineers, Architect/Engineer firms, Landesbetrieb Liegenschafts- und Baubetreuung (LBB), and others such as Corps of Engineers (EUD). Ensures that project is constructible as designed and that material, equipment and hardware specified are available on the commercial market. Ensures that designs provide complete and usable facilities that meet customers' requirements. Projects review s range from $25,000 to over $5 million. Performs value-engineering reviews of projects in the design process and those that have designs completed. Ensures that the most cost effective construction materials, methods and processes are included in the designs. Recommends changes in completed designs to reduce costs, improve the utility consumption, floor layout, window usage, construction materials, etc. Verifies that material used on a project meets specifications as well as applicable construction, fire, health, and safety regulations. Verifies that interior finish material meets specific flame spread smoke generation and other criteria as included in the applicable fire codes. Verifies layout, elevation and location of contractor installed work sites, equipment, foundations and floor slabs using standard surveying techniques and equipment such as transits, levels and theodolites. Performs and/or verifies acceptable flow tests or water, fire supply and hydrant systems. Performs and/or verifies acceptable smoke tests of sewer and drainage systems. Performs and/or verifies tests of utility systems, road construction, traffic engineering, and facility structural components Develops project designs and prepares independent government estimates scopes of work. Participates in negotiations with contractor. Evaluates user change requests for the most cost effective and practical construction practices. Functions as Contracting Officer Representative (COR). Performs and/or verifies tests required to determine acceptability of construction methods and contractor performance. As an appointed COR is responsible for furnishing technical assistance to the contracting officer, ensuring compliance with the technical requirements of the contract, assuring receipt of all deliveries, inspecting and accepting services (or construction, as appropriate) required under the performance. Attends or conducts various meetings such as pre-award briefings, pre-construction meetings, site visits, invoice reviews, etc., with in-house technical personnel, Architect/Engineers, contractors, contracting officers, lawyers, auditors, etc. Certifies invoices and receiving reports. Refers all contractor disagreements or deficiencies in writing to the contracting officer for resolution if the deficiency is not corrected after due notice by the COR to the contractor. Inspects projects under construction and service contract performance to ensure that contractual terms are met and the work is adequately performed. Accomplishes quality control checks on the work of lower level engineers, technicians and construction inspectors to assure that their inspection procedures, activities and record are correct from both an engineering and contract administration viewpoint. Performs other duties as assigned. E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position. • Applicants must be in possession of a German driver's license class B. • Office automation skills are required. • Knowledge in AGB 75 (Principles of Construction Contracting) desired. • Knowledge in Construction Law required (e.g. VOB, LBauO). LANGUAGE PROFICIENCY LEVEL: English Language Proficiency level C1 AND German Language Proficiency level C1 required.
