NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for non-key experts to support the core team during the implementation of this project. The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery).
Senior Expert – Public Finance Expert (Category I)
Evaluate PFM frameworks, including budgeting procedures, accounting systems, audit practices, and financial reporting.
Identify gaps and inefficiencies in public finance systems and propose practical, tailor-made reforms.
Support institutional capacity building related to PFM.
☝️ Master’s degree or higher in Public Finance, Economics, Public Administration, Accounting, or related field.
Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.
☝️ Minimum of 12 years of progressively responsible experience in public finance, including at least 5 years in a senior advisory or technical leadership role.
In-depth knowledge of PFM frameworks, fiscal rules, budget execution systems, financial reporting, and public audit procedures.
Proven ability to work with government institutions and/or international organizations on PFM reform processes.
