NTU International A/S is leading a consortium for the implementation of the EIB funded project called: Advisory Support for Accelerating the Development of Genomic Medicine in Romania and is searching for experts to support the core team during the implementation of this project.
The overall objective of this Assignment is to assist the Ministry of Investments and European Funds and the end recipients University of Medicine and Pharmacy Carol Davila Bucharest and Genomics Research and Development Institute in the performance of the activities for accelerating the development of Genomic Medicine in Romania.
Location: Bucharest, Romania.
Duration: The intended start date is September 2025 (the “Start Date”) and the services shall be provided for a period of 22 months from this date (the “Period of Implementation”).
Key Expert: Senior Public Health Expert, Team Leader (Cat. I)
☝️ Qualifications and skills:
* At least at bachelor’s degree level or academic equivalent in one of the following fields: Medicine, Public Health, Health Policy, Health Management. (Minimum requirement)
* Master degree in Public Health, with a specialization in Genomics or Personalized Medicine shall be considered as an asset.
* PhD in Public Health, with a specialization in Genomics or Personalized Medicine shall be considered as a strong asset.
* Internationally recognized certification in Genomic Medicine or Personalized Medicine shall be considered a strong asset.
* Participation in internationally recognized courses /workshops/ trainings on Genomic Medicine or Personalized Medicine shall be considered an asset.
* Very good command of English (CEFR C1). (Minimum requirement)
☝️ General professional experience:
* At least 15 years of relevant professional experience in health sector, out of which 5 years in project management roles. (Minimum requirement)
* International working experience shall be considered as an important asset.
* Working experience in the Romanian environment will be considered an asset.
☝️ Specific professional experience:
* Minimum 5 years of specific experience in providing guidance to national/regional/local authorities or Healthcare Organizations in one and preferably both of the following fields: Public health policies and strategies; Genomic Medicine. (Minimum requirement)
* Specific experience in at least 1 program/project in the field of Genomic Medicine. (Minimum requirement)
* Demonstrated experience in developing a national Genomics strategy in an EU country shall be considered as an important asset.
* Working experience in a public health research / university environment shall be considered as an important asset.
* Experience in at least one public health project at international level implemented by an international financing institutions (e.g. EIB, EBRD, WB, ADB) or international organizations (e.g. EC, WHO) shall be considered as an important asset.
* Experience in moderating technical working groups and/or coordination of healthcare stakeholders will be considered an asset.
* Experience in health programme planning, monitoring, evaluation at international / national levels shall be an asset.
* Experience working in EU initiatives, such as 1+MG, EHDS in other EU countries shall be an asset.
