Sachbearb. (Logistik) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY ?: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben Serves as Logistics Management Analyst for the Directorate of Support Operations of the TLSC-E. Incumbent performs the full scope of analyst functions. Areas of operation include, but are not limited to, evaluation, development, planning, coordinating and documenting processes of General Support Maintenance Programs (GSMP) and direct/General Support Theater supply operations. These programs are managed to sustain USAREUR's readiness posture in a timely, efficient, and economical process. Incumbent performs specialized technical advisory and control functions. Utilizes high degree of mission operations, capabilities and capacities to apply judgement and act on changing requirements. The analyst provides necessary data to enable decisions to be made at higher policy levels, or to make decisions inside his/her own specific area of responsibility. The analyst will target areas that further the productivity and effectiveness of the TLSC-E or as directed by the Team Leader. Responsible, wholly or in part, for planning, developing, coorinating, and documenting programs of industry-standard spreadsheets and professional data bases interfacing with logistical STAMIS to accomplish production goals, improve efficiency and optimize return on the investment of expended resources that support the supply, maintenance, distribution, and acquisition areas. Operates independntly, or as a member of a team in variable configurations. Conducts and coordinates logistical supply and maintenance operations involving repair, storage, and accountability of major weapon systems, complex combat service support equipment, and retail to wholesale supply interface. As authority on logistical STAMIS interfaces to professional databases, use of business spread sheets, and the automation operating systems sustaining the repair, receipt, storage, and issue of such systems. Independently develops databases to support and measure production goals, supply performance, forecast of requirements, and efficiency of the TLSC-E's areas of operation. Acts as specialist in the planning, development, coordination, and documentation of industry standard spreadsheets and professional databases which establish metrics and provide analysis of supply and maintenance processes. Documentation provides maintenance managers critical guidance for decision making in sustainment programs regarding maintenance forecasting, workload maintenance, exception management, repair times, customer support, maximizing repair capability, and cost reduction. Documentation provides supply managers critical guidance for decision making for space management, inventory management, volume and timeliness of customer support, order ship time and logistics pipeline cost enabling the accomplishment of planned and scheduled goals in sustaining the Theater's requirement for critical components and support maintenance. Responds as subject matter expert to continued inquiries providing documentation data covering, scope capabilities, capacities, and solutions where applicable. Acts as single point of contact as designated program analyst coordinating with all peer levels of commands in OCONUS/CONUS in supply, maintenance and storage matters. Prepares/delivers briefings to internal and external agencies. Performs internal review audit and command inspections. Performs other duties as assigned. Qualifikationsanforderungen C-6a: E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below. E&T Level III: 3 years of creditable experience as defined in B below. E&T Level IV: 2 years of creditable experience as defined in B below. E&T Level V: 1 year of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. C-07: E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. E&T Level III: 4 years of creditable experience as defined in B below. E&T Level IV: 3 years of creditable experience as defined in B below. E&T Level V: 2 years of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. Position may be filled at the C-6A or at the full performance level, C-07. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. • Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances. • If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
