General Position Description
The Project Accountant supports the financial management and reporting of federal construction projects from award through closeout. This role ensures accurate job cost accounting, compliance with federal regulations, and timely financial reporting. The Project Accountant works closely with project managers, field teams, subcontractors, and corporate finance to ensure fiscal integrity and contract compliance across multiple projects.
Responsibilities
* Maintain project cost ledgers, including labor, materials, equipment, subcontracts, and indirect allocations.
* Set up new projects in accordance with contract requirements, WBS structure, and internal cost codes.
* Monitor budget-to-actual performance and prepare monthly cost reports and cash flow forecasts.
* Assist Project Managers in analyzing project profitability, cost trends, and financial risks.
* Ensure financial practices comply with FAR, DFARS, GAAP, CAS, and agency-specific requirements.
* Support preparation and documentation for DCAA/DCMA audits.
* Maintain accurate job cost segregation and allowable/unallowable cost tracking.
* Assist with certified payroll, prevailing wage requirements (Davis–Bacon), and subcontractor compliance documentation.
* Prepare and submit monthly invoices (progress billing, cost-reimbursable, T&M, or fixed-price) per contract terms.
* Validate percent-complete calculations, retainage, and supporting documentation.
* Reconcile billed vs. earned revenue and resolve billing discrepancies.
* Monitor accounts receivable aging and support collection efforts.
* Review subcontractor payment applications, lien releases, and compliance documents.
* Reconcile purchase orders, vendor invoices, and cost coding accuracy.
* Coordinate with procurement and project teams to ensure proper documentation for federal reporting.
* Support preparation of final invoices, release of retainage, and final cost reports.
* Ensure proper archiving of project financial records according to federal retention requirements.
Qualifications
* Must be a EU Citizen.
* Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
* 2–5+ years of accounting experience, preferably in construction or government contracting.
* Knowledge of FAR, DFARS, and other federal acquisition regulations.
* Experience with construction job costing and WBS structures.
* Proficiency in accounting and project management software (e.g., Deltek Costpoint, Sage, Viewpoint, Procore, CMiC).
* Strong Excel skills and financial modeling capability.
