Umweltschutzingenieur/in Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Takes the initiative to improve the USAG Wiesbaden Environmental Program in his/her area of responsibility in accordance with Army Regulations, Garrison policies, DOD Directives, U.S. Executive Orders, and HQ DA/IMCOM-E policies and regulations, Final Governing Standards (FGS) and applicable host nations laws/standards. Evaluates compliance and effectiveness of assigned programs in consonance with IMCOM-E/HQ DA goals and objectives; develops corrective action plans as necessary. Plans, coordinates and conducts quarterly inspections of Garrison's units, directorates and tenant activities to ensure compliance with the German FGS, Army Regulations and Garrison management plans. Reviews and updates the Garrison Survey Database and Geographic Information System (GIS) using e.g. ESRI ArcGIS and Microsoft ACCESS. Work includes creation, standardization, management and maintenance of GIS environmental layers, maps and databases and the input and evaluation of environmental noncompliance found during inspections. Regularly tracks and verifies the status of host nation enforcement actions or notices of noncompliance and promptly initiate required actions to correct identified violations/deficiencies; prepares reports for use of the Environmental Division Chief, DPW and the Garrison Commander. Ensures compliance with German FGS, Army Regulations, and applicable Host Nation laws and regulations concerning storage, inventory, identification labeling, permitting, transportation, disposal, etc. of hazardous materials/wastes. Serves as technical expert/dangerous goods adviser/certifier, acts as a consultant and advises on issues of potential criminal/civilian liability pursuant to non-compliance with German FGS, Army regulations and/or applicable Host Nation laws/standards; signs, on behalf of the USAG Wiesbaden Garrison Commander, hazardous waste shipping documents (e.g. "Uebernahmescheine") permitting transport of garrison generated hazardous waste to approved disposal facilities. Develops and implements plans and policies to support higher-level, special environmental interest programs, such as hazardous waste minimization, (HAZMIN), P2, green procurement, ozone depleting substances elimination and spill prevention by applying state of the art techniques and thorough knowledge of environmental engineering. Consults with Host Nation Agencies, IMCOM-E and support agencies such as Public Health Command Europe, DLA Disposition Service Europe, etc., as needed to execute and maintain an effective program. Develops and/or coordinates surveillance programs to sample and monitor sources for toxic and hazardous wastes. IAW Army Regulations, prepare and/or review and update management plans/standard operating procedures (SOPs) for assigned environmental programs; prepare and maintain a complete list of all required Garrison environmental compliance management plans/SOPs indicating the status of each plan. Develops environmental training classes in English and German language for his/her area of responsibility using software e.g. like Microsoft POWER POINT. Frequently conducts training programs, classes, conferences, etc. for USAG Wiesbaden personnel/environmental officers regarding hazardous/toxic material and waste management, hazardous waste minimization, waste water, storm water pollution prevention and slug prevention, POL materials and waste management, spill prevention and cleanup and P2 opportunities. Training, to be conducted in English and/or German language as required, includes HW/ HM storage, spill prevention, P2 measures and green procurement. Establishes and maintains a garrison-wide training aid/video library. Implements surveys and schedules training to ensure USAG Wiesbaden personnel/EOs are aware of and carry out their program responsibilities. Attends meetings and briefings to create and maintain an environmental awareness and ethic among personnel. Represents the USAG Wiesbaden and participates in U.S/Host Nation environmental working group meetings. Coordinates and maintains cooperative relationships with host nation, state, and locals regulatory authorities on environmental issues in his/her area of responsibility. Represents the USAG Wiesbaden at conferences and meetings with representatives of IMCOM-E, host nation, DA/DoD, or other USAGs as well as government and non-government organizations and parties, on matters pertaining to environmental programs. Prepares and presents oral briefings at garrison, IMCOM-E, and other levels, as appropriate. Informs, without delay, the Chief, Environmental Division and DPW of issues of imminent or actual non-compliance with regulatory requirements, and or imminent threats to human health or the environment. Advises on issues of potential criminal/civilian liability pursuant to non-compliance. Elevates issues of a controversial or critical nature to the Environmental Division Chief, DPW and IMCOM-E in a timely manner. Coordinates meetings of the Environmental Quality Control Committee chaired by the garrison commander. Plans, organizes and execute the annual internal/external Environmental Performance Assessment & Assistance System (EPAAS) and quarterly environmental inspections, initiates the correction of identified deficiencies/findings, and track them until they are properly resolved. Serves as the POC and support the preparation, organization and execution of the Garrison external EPAAS conducted every three years by the Army Environmental Command (AEC). Conducts Environmental Review on all work orders and service orders in accordance with the IMCOM-E and garrison Environmental Review Procedure. Reviews plans, projects and proposed actions for environmental impacts prior to execution; identifies and recommends mitigation measures as needed. Oversees and manages special studies and projects related to pollution prevention and contamination cleanup. Serves as a Point of Contact for contracts (e.g. laboratory analyses, Asbestos, Radon, Hazardous Waste- contracts). As needed modifies and administers contracts and verifies performance while serving as Contracting Officer's Representative (COR) for garrison-wide contracts relating to programs for which employee is responsible. Programs, studies, and analyzes, estimates budget for contracts, compares alternatives and evaluates plans for actions. Oversees and conducts Quality Assurance and Quality Control on assigned programs/projects and Environmental Division GIS products provided by contract. Ensures compliance with all applicable regulations concerning geospatial data for GIS environmental layers. Employee provides community Master Planner, Operations and Maintenance Division and agronomist with input to establish land management plans; documents and defines changes in the natural environment; employee conducts sensitive/complex studies/surveys/assessments/analysis of conditions that include assessment of protected species, environmental impact studies, comprehensive-impact compensation plans and biotope evaluations in support of the Garrison natural resources program. Employee prepares required reports such as environmental pollution prevention, control and abatement reports, environmental compliance project reports, management plans and input for project and budget reports, incorporating all compiled data and information relative to program accomplishment. Prepares, compiles and consolidates data and information in support of projects, prepares replies to inquiries and narrative justification for deviation from criteria of outlining real property requirements for proposed projects. As required prepares status and progress reports and furnishes information to various personnel for routine updating of recurring reports, input to decision papers and milestone schedules. Performs other duties as assigned. E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position.
