Job Duties

Job Summary

The Clerk of Court is the chief administrative officer for the court and is responsible for the management and application of court resources. Position includes authority over service to the public, financial performance, staffing, budgets, and case processing systems. Clerk monitors procedures to provide high-quality customer service, comply with the law, and meet the needs of the court and criminal justice agencies.

Position Summary

Under the general supervision of the Chief District Court Judge, the Clerk of Court leads, plans, directs, and administers all clerk’s office operations to ensure the efficient, accurate, and lawful functioning of the Court. This position is responsible for court administration, case processing, caseflow and records management, staff supervision, fiscal oversight, public service, and coordination with judges, court partners, and external agencies. The Clerk of Court ensures compliance with applicable statutes, policies, and procedures while promoting public trust, transparency, and access to justice.

This role serves as the Court’s chief administrative officer and is accountable for operational integrity, effective leadership, and high-quality public service.


Essential Duties & Responsibilities

Essential Duties & Responsibilities

The Clerk is responsible for financial management, staffing, budget development, efficient caseload processing, and courteous service to the public. In addition to supervisory and administrative responsibilities, the clerk is also an integral part of the workforce in case processing and all other tasks connected with the functioning of the office in order to provide timely public service.

Essential Functions and Responsibilities

Court Administration and Case Management

Responsibilities include, but are not limited to, the following:

1. Ensure accurate, timely, maintenance and preservation of official court records and case files.
2. Oversee caseflow and docket management to support timely access to justice.
3. Ensure proper execution, dissemination, and compliance with court orders.
4. Establish and maintain policies and procedures for court operations in accordance with statutes, administrative policies, and judicial directives.
5. Ensure required documentation is prepared and transmitted to detention facilities and service providers, as applicable.

Leadership and Workforce Management

6. Supervise all clerk’s office staff functions, including recruitment, hiring, onboarding, training, work assignment, performance evaluation, discipline, and professional development.
7. Ensure performance expectations are clearly communicated and evaluated in alignment with established performance measures.
8. Develop and implement onboarding programs for new employees and ongoing training when laws, systems, or procedures change.
9. Promote a respectful, inclusive, and professional work environment free from discrimination or harassment.

Public Service and Relations

This position represents the Court in a variety of internal and external interactions and ensures a high standard of professionalism and customer service.

10. Serve as a primary point of contact for judges, attorneys, court partners, media, and the public.
11. Ensure timely, accurate, and courteous responses to inquiries, exercising sound judgment in sensitive or high-pressure situations.
12. Promote transparency and public understanding of the judicial process, consistent with statutory confidentiality requirements.
13. Oversee compliance with FOIA requirements, including training and proper routing of requests.

Fiscal and Operational Management

14. Administer all court financial operations in accordance with applicable statutes, fiscal policies and procedures, audit standards, and fully cooperate with audits.
15. Manage wage budgets and ensure accurate timekeeping and payroll reporting.
16. Administer authorized local budgets in coordination with the locality.
17. Oversee procurement, inventory, facilities coordination, and implementation of new technology or court-mandated software.

Strategic Planning and Court Governance

Strategic Planning

18. Gather and analyze workload and performance data to identify trends and operational needs.
19. Participate in strategic planning and implement operational improvements in collaboration with judges and court partners.

Governance and Daily Operations

20. Work closely with presiding judges, the Chief Judge, and local government representatives to address operational, facilities, and technology needs.
21. Resolve operational issues as they arise in the day-to-day management of the Court.

Ethics, Compliance, and Professional Standards

22. Maintain the trust and confidence of the judiciary and uphold the Rules of Conduct for Judicial System Employees.
23. Promote ethical conduct among all staff and promptly address safety, security, or compliance concerns.
24. Maintain required certifications, complete 12 continuing legal education credits annually, and ensure staff meet mandated training requirements.

Minimum Qualifications

The most competitive candidates will possess:

Minimum Qualifications/Experience

A high school diploma is required; a college degree or experience in the court system is preferred. Experience at the supervisory or management level in a court, business, or office setting is preferred. Demonstrated knowledge and skills in public relations, human resources, recruitment, management, training and evaluation, computerized case management and word processing, and regulatory and statutory compliance are preferred. The successful candidate will have demonstrated competence in areas of responsibility listed above as well as automated financial and records management systems, personal computers, and software applications.

Minimum Qualifications

Candidates must meet the following minimum qualifications to be considered.

Education & Experience

25. High School Diploma or an equivalent combination of education and experience.
26. Experience in court administration, legal administration, or a related public-sector environment.
27. Direct supervisory experience, including responsibility for staff performance management.

Knowledge & Skills

28. Working knowledge of court operations, case processing, and records management.
29. Working knowledge of applicable statutes, court rules, and administrative procedures.
30. Ability to supervise staff, assign work, and evaluate performance.
31. Ability to maintain confidentiality and exercise sound judgment.
32. Proficiency with standard office technology, Microsoft Office, and computer systems used in a court or legal environment.
33. Strong written and verbal communication skills.

Preferred Qualifications

These qualifications are not required but are strongly desired and may distinguish candidates.

Education & Experience

34. Bachelor’s degree, or a related field.
35. Experience serving as a Clerk of Court, Chief Deputy Clerk, or Supervising Clerk within the Virginia Judicial system, a unified state court system, or comparable judicial environment.
36. Experience working directly with judges, judicial staff, and court-related partner agencies.
37. Experience administering public-sector or court budgets.

Specialized Knowledge

38. Familiarity with Virginia statutes, District Court procedures, and Supreme Court of Virginia administrative policies.
39. Experience with court case management systems and docketing software specific to judicial environments.
40. Knowledge of FOIA requirements and public records laws.
41. Experience preparing for or participating in audits.

Leadership & Operations

42. Demonstrated experience leading organizational change or process improvement initiatives.
43. Experience analyzing caseload data and staffing models to support workload planning.
44. Strong customer service orientation in high-volume or high-pressure public settings.
45. Experience collaborating with local government agencies or external partners.

Physical Demands and Work Environment

Work is primarily performed in an office and courtroom setting. Duties require the ability to sit, stand, walk, bend, reach, and operate standard office equipment. The employee may be required to lift or carry items weighing up to approximately 10 pounds. Reasonable accommodations may be made.
