Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.


Hauptaufgaben

Serves as principal advisor to staff on the practical and technical aspects of office administration. The incumbent is responsible for matters pertaining to administrative, managerial and budgetary aspects of the organization to include planning, estimating, and controlling required resources. Maintains official employee record cards on all employees, e.g., overtime, disciplinary actions, and leave. Records all personnel actions, pay adjustments, incentive awards and accomplished training. Prepares and coordinates all civilian personnel actions originating in the organization. Maintains liaison with personnel office staff and coordinates personnel actions with appropriate technical office in all areas of personnel management. Establishes and maintains a personnel administration and control system for organization employees. Serves as internal source of information on personnel matters. Answers questions related to employment conditions, disciplinary actions, working condition, etc. or contacts personnel office to obtain additional information as needed. Assists in managing financial resources by estimating resource needs, developing narrative and quantitative analysis and justification and preparing and submitting annual operating budget to ensure equitable distribution and full funding of services by priorities. Plans travel allocations and expenditures to provide financial control and assurance of economy of execution. Approves expenditures within allocated resources. Monitors all fiscal accounts assuring expenditures are in accordance with programmed budget. Reviews and analyzes resources based on changing mission requirements. Maintains status of funds, keeping supervisor informed and submits required reports to higher headquarters. Analyzes new proposals/requested deviations and recommends actions. Maintains strength and authorization control over personnel assigned. Maintains Table of Distribution and Allowance (TDA) and/or Modified Tables of Organization and Equipment (MTOE) files and records. Participates in the development and documentation of manpower data. Identifies and documents organization manpower needs and man-year requirements versus mission and functions. Coordinates requirements with servicing manpower, budget, and personnel specialists. Gathers data and organizational structure, manpower requirements, and manpower utilization. Prepares manpower utilization and requirements reports. Assists in preparation of justification for additional manpower, or changes in manpower spaces. Prepares statistical data pertaining to positions authorized files, vacant, overhire positions authorized etc. and prepares status and comparative evaluations for review. Serves as Publications Control, Records Management and Forms Management Control Officer for the organization with responsibility for regulatory compliance. Performs studies, audits, and reviews of usage of these programs. Performs inspections of publications maintenance, files, and use of forms and prepares written evaluations of same. Uses office automation equipment and associated office automation equipment/software features/applications. Instructs organizational personnel in learning equipment and software operations and procuring and justifying and documenting office automation equipment needs. Services of a qualifies typist are not required. May oversee the work of one or two other employees in performance of such functions as time and attendance reporting, internal mail distribution for the organization, preparation and forwarding of accident reports, monitoring copier usage, preparation of forms for installation passes, etc. Assigns and reviews work, ensures accomplishment of assigned tasks, and performs other duties which do not comprise the full range of supervisory or lead functions. Serves as the Directorate Security Manager. Responsible for control, transmission, storage, destruction and appropriate marking of classified material. Ensures that all classified material is secured and that all storage containers and facilities are locked and checked at the end of each duty day. Completed accreditations and ensures that automated information systems are operated IAW accreditation standards.
Performs other duties as assigned.

C-5:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

E&T Level III and above: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.

Applicants must be in possession of a German driver's license class B.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level C1 and German Language Proficiency level C1 required.

Beschäftigungsbedingungen

• This is a perm. full-time position (38.5 hrs /week).

• This position is a Nonappropriated Fund Position.

• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
