Hauptaufgaben
Provides advice and guidance to management officials on all budgetary matters. Develops and implements policies and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, establishes audit trails, generates reports and budget updates, etc. Implements procedures and controls to minimize probability of the occurrence of Anti-deficiency Act violations.
Develops and coordinates the planning, formulation, and execution of the budget. Conducts long range budget planning provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation and resulting changes in program operations. Compares organic and contracted operation workloads to identify potential shortfalls. Monitors and tracks obligations and expenditures through continuing dialog with officials and staff, review of written documents and examination of records. Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports. Drafts and implements policies and procedures for managing budgetary and fiscal operations and plans. Determines necessity for establishment of new systems, methods or techniques for adhering to provisions. Receives and reconciles financial reports from Defense Finance and Accounting Services (DFAS) and reconciles with automated and organizational records maintained. Reviews and analyzes requests for reprogramming and fund adjustments for base operations, construction, maintenance, and supply and recommends approval or disapproval.
Formulates the operating program budget and manages and monitors fund distribution for the operation of the brigade. Prepares quantitative and analytical data required during the formulation, execution, and review processes. Conducts reviews, analyses, and evaluation of the use of funds for budgetary planning and day-to-day fund management. Performs major reprogramming several times annually and minor reprogramming on a frequent basis. Performs quantitative and qualitative analyses, interpretation, and evaluation of the feasibility and effectiveness of projected and current programs in achieving objectives. Applies statistical formulae, techniques, and methods for the gathering and interpretation of quantitative information. Provides staff with statistical data required for planning, policy, and operating decisions. Makes authoritative recommendations to ensure the observation of sound budgetary principles.
Prepares supporting data or material for funding requests and justification for submission to higher headquarters. Conducts cost analysis relating to budgeting and funding. Identifies, analyzes, and resolves budgetary problems, such as those requiring the development of alternate methods of funding when unstable funding levels necessitate reprogramming throughout the fiscal year.
Prepares phasing and obligation plans to project budget execution rates based on analysis of programs. Monitors the use and rate of expenditure of budgeted funds. Reprograms funds between accounts to maintain balanced programs. Prepares a variety of reports relative to the status of funds, expenses and obligations. Advises personnel on the status and availability of funds in the various budget accounts.
Performs other duties as assigned.

E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level IIIB and IIIC: 4 years of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 3 years of job related experience as defined below.
E&T Level IVD: 3 years of job related experience as defined below.
E&T Level IV B and C: Not creditable for positions in this occupational series
E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; PLUS 2 years of job related experience as defined below.
Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-6a grade is creditable experience.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training: Incumbent of the position must complete mandatory training as directed.
• Führerschein Klasse B wünschenswert. / German driver's license class B desired.
• Kenntnisse im Umgang mit Büroanwenderprogrammen erforderlich. / Office automation skills are required.
