Fachkraft für Arbeitssicherheit (m/w/d) Sembach, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as the Host Nation (HN) safety and occupational health program manager for the US Army Corps of Engineers Europe District (NAU). Responsible for planning, implementing, administering, inspecting, and evaluating HN safety and occupational health (SOH) programs for all NAU facilities and construction projects throughout Europe, Africa, and Asia. Responsible for assuring comprehensive safety programs compliant with HN regulations for facilities and projects in over 45 countries in support of garrisons, training areas, and contingency/combat forces operating in the USAREUR-AF and CENTCOM areas of operation to sustain mission readiness. Those programs include accident reporting and investigation, safety and occupational health training, hazard and risk management, industrial hygiene, occupational health, and various high risk operations associated with construction operations. NAU provides support to military personnel and operations across the USAREUR-AF and CENTCOM areas of operation through the delivery of infrastructure, engineering, real estate and general services to support U.S National security interests in Europe, Africa, and Asia. Provides HN occupational safety oversight of NAU operations throughout the region, including five area offices, twelve resident offices, and numerus project offices across USAREUR-AF and CENTCOM and represents USACE independently with full authority within the extensive geographic Area of Responsibility (AOR). Ensures safety review and risk assessment of NAU operation plans/policies to provide technical advice and incorporate safety countermeasures meeting HN requirements. Assists in the development of safety policies, procedures and guidelines IAW HN regulations, and provides technical safety and occupational health guidance on HN training, facility design, contractor monitoring, risk assessments and other HN safety issues to the Chief of Safety & Occupational Health, Commander, top-management, staff and operating officials. This includes monitoring of accident investigations, inspections, and hazard abatement. Advises senior level management officials within the assigned area on the status of the HN safety and occupational health program and recommends changes and updates to project designs to meet current/new HN safety and occupational health standards. Oversees HN hazard abatement and trend analysis programs. Assists the Chief of Safety & Occupational Health with the implementation of the Corps of Engineers Safety and Occupational Health Management System (CE-SOHMS) for all HN employees. Advises and supports Commander and Supervisors across the NAU footprint on HN safety topics including Mishap Investigations, Hazard Analyses, Workplace Safety, HazCom, Radiation Safety, Chemical Agents, Explosives, Electrical Safety, Respiratory Protection, Emergency Planning, Fire Protection, etc Program encompasses all assigned Foreign Service Nationals and Host Nation employees in Germany, Italy, Romania, Belgium, Estonia, Lithuania, Turkey, and Georgia. Operations and construction activities are widely diversified, complex, and often involve high-risk hazards. Operations include general military and humanitarian construction as well as activities specific to working at height, high voltage electrical, confined space work, crane operations, and the use/presence of heavy construction equipment, presence of high-risk materials (e.g. blood and body fluids, carcinogens, biological agents, hazardous chemicals, toxic agents, etc.). Position requires constant monitoring of HN/EU legal requirements and pursuing opportunities for comprehensive specialized academic training to keep abreast of legal and technical developments and trends. Is independently responsible for the establishment, coordination, oversight, and execution of the above-mentioned HN SOH programs. Has full delegated authority to immediately intervene whenever a situation exists, endangering life or limb of staff or visitors. Independently schedules, plans, organizes, and conducts surveys, inspections, assessments, staff assistance visits of NAU operations to identify and evaluate risk potential against HN laws and regulations involving a wide variety of work environments and construction operations throughout the region. Evaluates effectiveness of program elements and compliance with respective Host Nation regulations and laws across multiple EU countries. Is required to provide on the spot recommendations and abatements measures regarding identified deficiencies and non-compliance findings. Prepares and evaluates reports of findings and presents findings to the Chief of Safety & Occupational Health and Contracting Officers along with recommendations on correction of hazards. Ensures that geographically dispersed construction projects and facilities comply with Host Nation, European Union and other local regulatory requirements. Ensures safe practices and recommends corrective actions. Determines the extent to which mechanical, physical and biologic conditions comply with required or accepted HN standards and their adherence to established safety policies. Independently plans, organizes, and conducts NAU-wide audits as part of the Corps of Engineers Safety & Occupational Health Management System (CE-SOHMS) with focus on enhancing readiness and compliance with HN regulations in up to 26 safety related fields e.g. SOH Programs, Mishap Investigations, Hazard Analyses, Workplace Safety, HazCom, Radiation Safety, Chemical Agents, Explosives, Electrical Safety, Respiratory Protection, Emergency Planning, Fire Protection, etc. Audits are carried out by interaction with key staff members, policy and record reviews, and root cause analyses to determine reasons for non-compliance. Provides technical guidance and recommendations for corrective actions IAW HN regulations to Command. Investigates fatalities and serious accidents for HN employees and contractors and prepares a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, and autopsy and pathological reports: summarizes, finding, develops conclusions, and makes recommendations to prevent similar incidents from recurring. Assists NAU project offices with Host Nation, and Army accident investigation and recordkeeping responsibilities. Manages HN employee data in official USACE/HN accident reporting systems. Develops accident trend analysis programs. Conducts studies of accident causal factors to identify predictive trend analysis to devise effective methods to mitigate safety hazards. Prepares associated reports to higher levels and external third parties (i.e., Army Combat Readiness Center or Host Nation Government Insurance Carrier). Performs other duties as assigned. Incumbent of the position must be able to complete regular, mandatory training as directed. E&T Level I and II: not applicable for this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation, PLUS 6 years of job related experience as defined below. E&T Level III B and C: 6 years of job related experience as defined below. E&T Level IV: 4 years of job related experience as defined below. E&T Level V in any field: 4 years of job related experience as defined below. Or graduation from a Fachhochschule or Universität as a Safety Engineer (Diplomsicherheitsingenieur) or graduation in another job related technical area PLUS 2 years of job related experience as defined below. Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties. * Office automation skills required. * Applicant must be in the possession of a valid driver's license class B and must be able to obtain and maintain a government driver's license to operate non-tactical vehicle/transportation motor pool (NTV/TMP). LANGUAGE PROFICIENCY LEVEL: English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
