Organisation Summary and Post Context: The Allied Air Command (AIRCOM) is the Single Service Command (SSC) responsible for delivering Air and Space Power for Alliance Air operations and missions. AIRCOM provides the core of the NATO Command Structure (NCS) Joint Force Air Component (JFAC) capable to establish suitable Command & Control (C2), to operate as a Joint Task Force (JTF) if so directed by SACEUR and is the Air C2 competency organisation for the Alliance. The Command Group (CG) provides specialists' advice, coordination, management, staff support and administrative service to the Commander, the Deputy Commander and the Chief of Staff. The Office of the Chief of Staff acts for the COM AIRCOM/DCOM on delegated matters and deputises in their absence. Assists and advises COM AIRCOM in the execution of his duties and responsibilities. Directs staff actions and ensures that all published instructions are in accordance with COM’s D&G. Acts as the COM/DCOM/COS JFAC when authorised to do so by COM AIRCOM. The post incumbent is responsible for supporting the AIRCOM Resourcing Management Office (ARMO) Manager in all CIS management related actions. He/she will provide core subject matter expertise in NATO 2030 CIS requirements and support in reviewing and assisting the Requirement Owner in the development of CIS requirements in planning, preparing and execution of Operational Requirement (ORs) to ensure quality and effective administration for all NATO 2030 AIRCOM C2/CIS projects. This post reports to OAC GXCX 1010 – Resourcing Management Office Manager, A3/G17 Main responsibilities: Coordinates the capability delivery process of ORs through the pre-initiation and initiation cycles of the capability lifecycle. Provides Quality Assurance of Operational Requirement Statement (ORS) documentation and coordination of all ARMO activities implicating CIS, from pre-initiation through project proposal. Manages the collection, evaluation and submission of C2/CIS requirements inside AIRCOM and its subordinate entities (CAOCs and DACCC) in order to avoid duplication or fragmentation of requirement and ensure business continuity. Maintains, as required, liaison with external entities for coordination on NATO 2030 ARMO C2/CIS projects, Assesses, evaluates and advises on operational guidance/support for all disciplines incl. LANs, WANs, network engineering principles and practices, network architectures, project management, web development, software development and lifecycle management of these systems. Supports the development and implementation of policy, doctrine and supplementary AIRCOM documents regarding NATO 2030 requirements with regard to CIS. Provides direction and guidance of ARMO products to the ACCS Communications, NATO Network Enabled Capability (NNEC) and Deployable CIS communities at ACO and ACT level. Coordinates with SHAPE Directorates, Divisions, Commands, ACT, NATO HQ and NATO Agencies for all CIS requests for information, meetings and delivery of products where requirements are concerned. Attends CIS/ADP plan/project related meetings, conferences, boards and working groups. Supports and coordinates meetings, periodic educational workshops and conferences related to NATO 2030 Resourcing in regard to C2/CIS ARMO projects/products. The incumbent will represent ARMO to all NATO Command Structure (NCS) and non-NATO entities, such as Host Nation (HN) and national organizations for the implementation of NATO 2030 ARMO projects. Responsible for CIS elements of NATO 2030 ARMO planning, coordinates C2/CIS requirements and new capabilities with outside agencies and commands, including provision of staff expertise, detailed CIS plans, support plans and orders in support of crises, contingencies, or war. Qualifications - Two years’ experience in project management activities that encompass command, management and direction of CIS resources, at both the planning and execution stages, including Command and Control Resource Management is required. - University Degree in information technology, information systems engineering, business administration, quality engineering or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation is required. - Experience within a CIS management project/team is desired. - Demonstrable evidence in maintaining knowledge of advances in Information and Communications Technology is desired. - Experience in AIR CIS development is desired. - Technical understanding of AIR CIS Communications Systems is desired. - Project management certification (PRINCE 2, PMP or equivalent) is desired. - Successful completion of the following two courses is desired: NATO C4ISR Orientation for Officers (CCC-SM-22206) provided by NATO Communications and Information Academy (NCI Academy) Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO) Language skills: English – NATO Standard Proficiency 3333 (Listening, Speaking, Reading and Writing) NOTE\: The work both oral and written in this post and in this Headquarters is mainly conducted in English. Personal Attributes and Competencies Personal Attributes\: The incumbent must have good interpersonal and communication skills as well as diplomacy when dealing with civilian and military staff members. Much of the output depends on the ability to work with staff officers, both to acquire an understanding of problems or situations and being able to communicate creative solutions to the staff for implementation. Furthermore, the incumbent needs to be an effective communicator of results and confident in dealing with senior officers. Must be able to use own initiative and judgment to propose solutions for unexpected problems and determine which issues to refer to supervisor. Must be able to plan and organize her/his own work and prioritize tasks and actions. Skilful in handling details, personal documents, follow up actions, deadlines. The variety of regulations and procedures require the incumbent to be able of quick and efficient continuous practical learning on the job. The incumbent must be flexible and able to work in more than one area at a time. Attention to detail is required and essential to the role. The incumbent must be able to work well under pressure and to be able to cope effectively in a demanding multinational operational military HQ. Professional Contacts\: The incumbent, soliciting and providing information and inputs, has routine contact with personnel at AIRCOM. Has professional contact with supervisors and managers of NATO at all levels. He/she coordinates routine meetings and product submissions with SHAPE, ACO, ACT, and NATO HQ. Interact with systems engineers and CIS managers inside and outside AIRCOM organization, including NATO Agencies and Operational and Strategic Commands for all aspects capability development and interoperability. Contribution to the Objective: He/she provides direct support with review and analysis of products to allow decision making and also assists in the coordination of NATO 2030 C2 implementation activities. Special Requirements The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. Security Clearance The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment. Contract This requirement is in support of the NATO 2030 agenda and is project linked. The successful candidate will be offered a 3 year definite duration contract as a NATO International Civilian (NIC). Serving NIC staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. The successful selected candidate must complete a NATO medical examination and have NATO security clearance before an employment offer will be released.
