Hauptaufgaben Incumbent serves as a Customs Clearance Officer's Representative (CCO), for Central Custom Clearance Cell(s) (C4) as designated in their area(s) of responsibility. Incumbent is responsible and accountable for operation of the custom clearance process at the designated location. As CCO, the duties encompass: assisting in policy/procedures formulation, quality assurance, certifications, reporting, and operational analysis review. The program covers Custom Clearance within all modes of transportation applicable to their assigned cell, but mainly for commercial air shipments, including NGDS, GHS and small parcel express shipments into and out of designated area of responsibility in Germany responsible for preparation of Custom Clearance documents, for the contracted commercial carrier. As C4 CCO, incumbent administers, process, reviews, analyses, evaluates, the daily performance of the C4(s), and monitors the efficiency of operations. a. Technical Expert: Reviews and interprets policy guidance on use of Customs Declaration forms within USEUCOM AOR. In coordination with USAREUR-AF G4 and USEUCOM J4 EDDOC and USEUCOM components and agencies, oversees execution of customs clearance in accordance with applicable regulations and procedures. As on-site technical expert and executor of customs clearance, incumbent must be able to hold and use customs stamp(s) as an official USEUCOM-designated customs stamp holder. Uses customs stamp in accordance with regulations to execute customs clearance and formally initiate customs documents. Disseminates regulatory guidance to service components, carriers and contractors. b. Quality Control Enforcement: Assists in the evaluation expected program performance for quality control standards. Assists in developing performance standards and appropriate surveys to measure the effectiveness of the service provided. Directs and interprets data collection to evaluate compliance with the standards at designated C4(s). Develops and implements the necessary corrective action to ensure that standards are met, and that customer's feedback is included in the corrective action at designated C4(s). c. Reports: Determines data collection, designs input requirements, sources, and output formats, provides reports as required. Summarizes specialized reports to transportation managers, and commanders. Develops internal reports on status of the C4 and prepares one time reports as required by the USAREUR-AF Program Manager or lead CCO. d. Respond to external command and agency reports and inquiries: Assists auditors and reviewers in analyzing performance of the customs clearance cell(s) as part of the customs clearance program. Takes corrective action to any accepted recommendations which improve the program. Justifies command position to take other than the recommended actions. Responds to inquiries and complaints from DTS customers, DoD, and government agencies as required. e. Representation: Leads meetings and conferences to represent USAREUR-AF and the USEUCOM Custom Clearance program at designated C4(s) concerning custom documents policies and procedures. Maintains close and continuous liaison with functional specialists, program managers supporting the Custom Clearance Program at component and agencies headquarters staff, ITO/MCO/TMOs, and USAREUR-AF Custom offices. 2. Functional Management: Coordinates with USAREUR-AF G4, USEUCOM J4 and supporting activities for use of C4 facilities, to include improvements, expansion or relocation of the Cell. Evaluates performance standards, efficiency of operations and customer satisfaction. 3. Funds Management: Assists senior CCO on site in the development and execution of a program for verification of all invoices. Assists lead CCO in development of service performance standards, quality assurance controls, and safeguards against billing errors. Assists in planning and programming funds for base operation support as required for the customs clearance cell, plans for internal transportation requirements, office supplies, and TDY travel 10% of the time. Prepares briefings and reports, as required, on situations encountered on invoice verification, or other area related to funding, its impact on the Custom Clearance program. Performs other duties as assigned, including cleaning and office maintenance for the customs cell when required.
