Hauptaufgaben
Performs and coordinates engineering technician work pertaining to buildings and general engineering throughout the U.S. Army Garrison Rheinland-Pfalz. Plans and administers programs relating to repair, maintenance, and new construction. Performs technical inspections and review of all engineering related projects associated with Consolidated Operation and Maintenance Contract with an annual volume of $16 million. Performs technical review of projects prepared by the DPW, Architects and Engineers, Base Maintenance Contractor and others, checks plans, specifications, drawings, cost estimates and other supporting material for completeness, consistency, and adequacy in accordance with existing requirements. Informs supervisor of questionable matters and initiates correction of discrepancies. Assists Contract Management Branch and Facility Engineering Division of DPW in technical matters of design deficiencies and in the preparation of original designs. Is the technical advisor to DPW on the execution of all projects associated with maintenance contracts and serves as the general engineering expert for Operations and Maintenance. Serves as technical assistant and advisor to the Chief Contract Support Branch, and Staff concerning all matters related to requests for Total Maintenance (Consolidated Facilities Operation & Maintenance Services, to include general Building and Structure Work, Grounds Maintenance and Snow & Ice Removal contracted services and other Maintenance and Repair (M&R) Service Contracts. As such, required to have working knowledge of the functional areas of the organization that are supported by the Total Maintenance Contract (TMC) and M&R contracted services. Coordinates directly with Army Europe staff proponents and individual office personnel to ensure validity of requests and to resolve issues. Acts as liaison between units that request services and the contractor providing services to ensure responsive, timely, and quality work that satisfies the needs of the requesting organization and result in customer satisfaction.
Maintain and review technical reports, inspections, studies and surveys provided continuously by the TMC contractor. Review TMC contractor's proposal for Individual Job Orders (IJO) up to $1M to determine if in accordance with scope, valid regulation and for Ordering Officer's approval. Analyze operational data available through GFEBS and component inspection reports and recommends measures to eliminate deficiencies in existing general engineering systems to reduce maintenance costs. Prepare cost estimates for necessary repair work, compare and analyze between costs of rehabilitation versus new construction. Conducts work site investigations to gather technical data, extracts pertinent data from a variety of sources including existing plans and precedent designs. Determine current condition of buildings and Install Building Equipment (IBE). Develop work requests and service orders for correction of deficiencies found. Generates and processes building structural assessments. Coordinates with personnel within DPW and IMCOM-EUR, and Host Nation representatives as far as questions in the field of general engineering are concerned. Develops surveillance techniques and procedures to use in inspecting and evaluating work performed under contract to determine efficiency, effectiveness and conformance with established standards (PWS). Ensure evaluation methods provide systematic and equitable review appropriate to the service; Evaluates with recommendations for acceptance/rejection to Contract Officer Representative. Submit reports of documented instances of unacceptable contractor performance and contractors failure to comply with contractual provisions. Ensure adequacy and progress of work commensurate with amounts requested per contractor invoice. Serve as the government coordinator between contractor and COR to resolve and clarify any discrepancies which may occur in the course of contract accomplishment. Ensure that the role of the government is not jeopardized in day-to-day relations with the contractor and that the government's best interests are represented.
Maintain and update technical exhibits for Total Maintenance Contract (TMC) databases and Geographic Information Systems (GIS). Annually reviews Operation Work Orders (OWOs) prepared by contractor for accuracy, effectiveness, and economy. Develop applicable engineering components of negotiated package for the contracting officer to negotiate changes. Identify new requirements for OWOs. Establish preliminary plans or sketches for discussion with supervisor or Subject Matter Experts (SMEs). Serves as Project Manager and Subject Matter Expert Contracting Officer Representative (COR) for Consolidated Total Maintenance Contract (TMC) and other selected projects and as such, independently prepares project specifications, required modifications and necessary documentation for submission to the servicing contracting office, and oversees the design and construction of such projects. As required, determines warranty application for subsequent deficiencies. In all phases of work involvement, consideration is given to energy conservation, environmental, occupational safety, and health regulations
Serve as COR, coordinating service contracts and blanket purchase agreements (BPAs) including multi-million dollar Total Maintenance Contract. Receives tasking, determines requirements and coordinates with service providers and potential service providers to establish and maintain Blanket Purchase Agreements for various services. Recapitulates contracts actions with regional contracting office. As an appointed COR for selected contracts, the incumbent is responsible for furnishing technical assistance to the chief and staff, ensuring compliance with the technical requirements of the contract, ensuring receipt of all deliverables and for inspecting and accepting services. Maintains detailed records of contractor performance. Certifies invoices and receives reports. Annotates contractor disagreements or deficiencies and assists the chief in developing courses of actions to recommend to the contracting officer.

E&T Level I, II and III: not creditable for this occupational series
E&T Level IVB and IVC: A Meister Diploma or Staatlich gepruefter Techniker in a trades or crafts field directly related to the position; PLUS 3 years of job related experience as defined below.
E&T Level IV A and D: not creditable for positions in this occupational series.
E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; PLUS 2 years of job related experience as defined below.
Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.
• German driver's license class B desired.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2 AND German Language Proficiency level C2 required.
